Job summary

A strategic skills development organization in Bedfordview is seeking a Chief Executive Officer to lead the implementation of the National Skills Development Plan. The role requires a dynamic leader with a post-graduate qualification at NQF 9 or higher and at least 10 years of senior executive experience. CHIEF EXECUTIVE OFFICER

Affirmative Portfolios is a BBEEE Level 1 recruitment agency recruiting on behalf of the HWSETA for this Executive Level opportunity based in Bedfordview, Gauteng and remunerated in line with the Public Service Salary of a Director-General. This is a fixed term contract ending 31 March 2030, linked to the term of office of the Accounting Authority of the HWSETA. The successful applicant will report to the Accounting Authority (AA), implement the decisions of the AA, and attend meetings of the AA and its Executive Committee (Exco). The CEO of the HWSETA is responsible for developing and implementing the strategic vision of the HWSETA and ensuring delivery on its mandate. The HWSETA invites applications from candidates with strategic leadership capability as well as solid business and financial acumen to position and lead the HWSETA as a SETA of career choice for prospective leaners and entrants into the labour market.

Key performance and results areas
  • Providing strategic leadership in the implementation of the National Skills Development Plan aligned to the Skills Development Act.
  • Transforming the organisation to meet the dynamic sectoral and skills development needs of all relevant stakeholders.
  • Directing strategic planning, coordination, implementation, monitoring and evaluation of all key performance areas in the HWSETA.
  • Promoting policy development ensuring it aligns to HWSETAs mission, goals, and risk mitigation strategies.
  • Ensuring sound financial management and control processes aligned with the Public Finance Management Act.
  • Directing the management of all human resource related issues.
  • Ensure achievement of performance and financial targets in line with the strategic and annual performance plan and SLA with the DHET.
  • Promoting the values of the HWSETA and developing an ethos and philosophy that is zero tolerant of corruption in the organisation.
  • Promoting and enhancing the corporate identity and image of the HWSETA amongst all stakeholders.
  • Building sound relations with stakeholders and the Board of the HWSETA to ensure support and commitment, in relation to a common and shared vision.
  • Ensuring that education, training and quality assurance processes are in place and adhered to.
  • Encourage participation of the personnel in research projects and ensure the implementation of the recommendations.
  • Ensuring that information, monitoring and evaluation processes are in place and adhered to.
  • Directing the management of all operations nationally, systems as well as related legal matters.
  • Aligning the HWSETA service delivery to the skills development requirements of the Department of Higher Education and Training, Department of Social Development and the Department of Health.
  • Performing such other functions as determined by the AA and Executive Authority
Minimum requirements
  • Post-Graduate Qualification at NQF 9 or higher in Business Management, Accounting, Finance, Public Administration, Law, or Education
  • Minimum 10-years experience at a Senior Executive Management Level.
  • Sound knowledge of and experience in working with legislation of direct relevance, such as the Public Finance Management Act (PFMA) 1 / 1999, Skills Development Act (SDA) 97 / 1998, National Qualifications Framework (NQF) 67 / 2008, and Companies Act 71 / 2008.
  • Good interpersonal, communication, negotiation, conceptual, analytical, strategic and critical thinking skills.
  • Must be a dynamic and visionary leader.
