Job description

Purpose

As a client-facing Banker, internally referred to as Local Agent, you will act as a coordinator for EIB financing activities and carry out EIB public sector loans/investments in the assigned countries. Your role is to finance projects supporting EU development and cooperation policies outside the European Union. You will be responsible for the entire process from identification, appraisal, negotiation, approval, to follow-up and first disbursement.

You will maintain and foster relationships with clients and stakeholders in your countries of responsibility, supporting deal origination and portfolio management.

You will also contribute to the strategy development for EIB public sector operations and country relations in your assigned countries, aligning with the International Partners Department’s objectives and guidelines.

Travel will be frequent, including longer stays during training, both to the assigned countries and regularly to Luxembourg.

Operating network

  • You will be part of a specific Unit covering operations in Southern Africa, but may also support activities across Sub-Saharan Africa as needed. Travel within the region will be required.
  • Your advisory or supervisory duties will primarily relate to the Framework Agreement between South Africa and the European Investment Bank, amended on specific dates.
  • You will report to the Head of Unit in Luxembourg and the Head of the Pretoria Regional Office for administrative matters.

Accountabilities

  • Contribute to project identification, appraisal, approval, and signing to develop a portfolio of public sector loans and investments, ensuring compliance with EIB policies.
  • Develop and maintain relationships with key external parties to grow the project portfolio, foster cooperation, and stay updated on best practices.
  • Coordinate with corporate divisions to share information on International Partners activities with private sector counterparts.
  • Support the implementation of Bank policies, propose initiatives for lending and investments, and suggest improvements to operational processes.
  • Input into strategy development for EIB Global operations in your countries, aligned with the Bank’s mandates, especially for Sub-Saharan Africa.
  • Provide regular reports on activities, pipeline, and country situations.
  • Participate in cross-domain initiatives and working groups.

Qualifications

  • University degree (minimum bachelor’s) in Finance, Economics, or related business discipline.
  • At least five years of relevant experience in banking, finance, or development sectors.
  • Strong knowledge of financial analysis, credit risk assessment, and financial modeling.
  • Experience with lending operations administration, control, and monitoring processes.
  • Proven ability to manage multi-party stakeholder groups in complex projects.
  • Experience or knowledge of the region and countries involved is advantageous.
  • Proficiency with standard computer tools.
  • Excellent diplomatic and communication skills.
  • Language skills: Fluent in English and Portuguese, both spoken and written; knowledge of additional relevant languages is a plus.
