Job summary

Job description
Job Purpose

Provincial Treasury, Western Cape Government has an opportunity for a suitably qualified and competent individual to provide support for the improved financial management of municipalities, including compliance with general reporting requirements, monitoring expenditure efficiency and revenue streams including improving data integrity within municipalities, supporting interventions and managing the provision of financial assistance provided to selected municipalities.

Minimum Requirements

An appropriate 3-year Advanced Diploma/B-Degree (equivalent or higher qualification) in Financial Management, Financial Accounting or Management Accounting; A minimum of 3 years experience in an Accounting or Financial Management environment.

Key Performance Areas

Assess municipal budgets in respect of revenue and expenditure management; Compile monthly, quarterly and bi-annual in-year monitoring assessments; Assess MFMA implementation against framework; Provide technical assistance and research to municipalities; Facilitate training and other support to municipalities; Assist with the arrangement of Municipal IGR Functions; Conduct and facilitate municipal visits; Experience in the following: Budget analysis and co-ordination; Finance department in Public Sector; Financial background specifically in Local Government; Must be willing to travel locally on a regular basis.

Competencies

Knowledge of the following: Budget process and procedures; Implementation of mSCOA in municipalities; Financial norms and standards as well as Acts such as MFMA, PFMA, DoRA, Regulations and Circulars (local and provincial).

Skills needed: Written and verbal communication; Report writing; Strategic planning; Ability to work under pressure and meet deadlines; Attention to detail and good interpretation of numbers; A valid code B (or higher) driving license. Remuneration

R 468 459 - R 561 894 per annum (Salary level 9)

Note on remuneration in addition service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to do a practical and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
