Key Performance Areas
Financial Reporting and Compliance
  • 1.1 Prepare monthly, quarterly, and annual financial statements in accordance with GRAP and PFMA;
  • 1.2 Ensure timely submission of reports to the Auditor-General, National Treasury, and DHET;
  • 1.3 Maintain accurate general ledger accounts including Annual Financial Statements and perform reconciliations;
  • 1.4 Assist with the preparation of audit files and respond to audit queries.
Budgeting and Forecasting
  • 2.1 Support the Finance Manager in compiling annual budgets and forecasts;
  • 2.2 Monitor budget performance and provide variance analysis;

2.3 Prepare the reallocation of budgets per chamber / implementing business unit based on project performance and strategic priorities.

2.4 Prepare Quarterly reports to DHET, National Treasury and review of the medium term expenditure framework , and ENEs.

Grant Management
  • 3.1 Monitor financial transactions related to Discretionary and Mandatory Grants;
  • 3.2 Reconcile grant expenditure against approved allocations;
  • 3.3 Ensure compliance with grant funding policies and procedures;
  • 3.4 Liaise with stakeholders on financial aspects of non-pivotal programmes.
  • 3.5 Ensure reconciliations monthly DG expenditure reconciliations with the Chambers and Implementing units to a specific financial year applicable.
  • 3.6 Ensure timeous processing of DG and MG payments when the claims have been received.
Internal Controls and Risk Management
  • 4.1 Implement and maintain financial controls to safeguard SETA assets;
  • 4.2 Identify and mitigate financial risks;
  • 4.3 Ensure compliance with internal policies and procedures.
Stakeholder Engagement
  • 5.1 Collaborate with implementing units / chambers, oversight committees, internal and external auditors;
  • 5.2 Provide financial support and guidance to project managers and grant recipients;
  • 5.3 Participate in finance-related workshops and stakeholder engagements.
Systems and Process Improvement
  • 6.1 Support the integration of financial systems with project management tools;
  • 6.2 Recommend improvements to financial processes and reporting mechanisms.
