Overview

Duties and responsibilities

She has the following responsibilities

Responsibilities
  • To perform the Job Hazardous Analysis (JHA) and participate in the Job Safety Analysis (JSA).
  • Verify the adequacy and application of the Site HSE Plan and all related procedures, including preparing revisions.
  • Update the HSE documentation during all construction phases when deemed necessary.
  • Check that Subcontractors perform their activities in accordance with all HSE applicable procedures, regulations and standards, promoting all necessary actions to ensure that the said procedures and regulations are observed.
  • Organize, plan and participate in periodic HSE walks, inspections and audits on site; prepare relevant reports and action plans, verify follow-up and timely execution of corrective actions.
  • Organize, coordinate and directly participate in HSE training activities on site.
  • Organize and participate in all relevant site HSE meetings; prepare the minutes of meeting (MOM).
  • Co-operate with the Client concerning the issue of any necessary work permits.
  • In case of work accidents, organize a full investigation of the event, identifying corrective measures to avoid reoccurrence.
  • Keep accident records and identify areas where prevention must be addressed.
  • Perform and/or promote the indoctrination/training of personnel.
  • Lead and coordinate the activities of the Site HSE Committee (composed of all Contractor and Subcontractor HSE Representatives).
  • Lead and coordinate the site emergency response team and firefighting team, organizing training and emergency drill/mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodic reports.
  • Prepare and update the Site HSE Statistics; verify performance versus the Project and corporate HSE objectives, targets and performance indicators; propose recovery plans in case of mismatch.
Qualifications
  • Knowledge & Qualification: University degree or diploma in a relevant discipline or equivalent.
  • Experience: Relevant experience in 3 major EPC projects: oil & gas, petrochemical sectors.
  • Minimum 10 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects/operations in the oil & gas or petrochemical industries.
  • Skills and Abilities:
  • Ability to conduct HSE orientation/induction/HSE awareness sessions for workers.
  • Ability to understand and implement HSE plans, Welfare plans, Emergency response procedures/plans and site-specific HSE procedures/work instructions.
  • Practical experience in the implementation of SSOW (PTW/WMS/Risk Assessment, etc.).
  • Awareness of practical H2S control measures.
  • Ability to conduct HSE inspections and to understand and implement incident reporting and investigation procedures.
  • Ability to conduct training/awareness sessions on relevant HSE procedures applicable to the site/work.
  • Ability to investigate incidents, identify immediate and root causes, and develop corrective actions.
  • Ability to develop HSE plans, Emergency response procedures/plans.
  • Ability to analyze incidents and apply root cause analysis techniques.
  • Knowledge of H2S hazards and control measures.
  • Ability to speak, read and write English with good communication skills.
Special Requirements
  • Attention to detail and management skills.
  • A university degree or diploma in a relevant discipline is required, along with a minimum of 10 years of experience in HSE within the oil and gas or petrochemical industries.
  • Candidates should have relevant experience in major EPC projects and possess strong skills in HSE training and incident investigation.
