The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for LAC will contribute to the successful development and implementation of a robust performance-based international development programme.
Supported by the Programme Design and Impact Advisor, the post holder will be the focal point within the Regional LAC team, on monitoring, evaluation, accountability and learning; supporting the design and implementation of evidence-based projects that will help delivery the Regional Strategy.
Main Duties and Responsibilities
- Support the LAC Regional team, and partners throughout the project cycle, to ensure that MEAL activities and requirements are fully integrated into project and programme plans and budgets;
- Support the Programme Design and Impact Advisor (PDIA) to ensure that funded projects are effectively and efficiently monitored and evaluated; learnings are captured, understood, shared and embedded into our future work;
- Support the PDIA to promote and embed the use of the International Theory of Change and Quality Standards in our ways of working;
- Support the implementation of, and conduct regular reviews to, the international Results Framework and associated MEAL tools;
- Lead on the collection, collation, storage, analysis and reporting of project and programme data in line with the international Results Framework, and help to demonstrate the contribution to SDGs that Donkeys and Mules;
- Conduct regular project data analysis and identify methods to use results for programme improvement;
- Support the preparation and review of programme reports in collaboration with programme staff, ensuring high-quality reporting, and that learning is captured and utilised;
- Help co-ordinate and co-produce high-quality internal reports for different internal audiences;
- Train new or existing partners to utilise the MEAL tools;
- Carry out any other reasonable duty as may be required.
Person Specification
Essential
- Educated to degree level or above (or equivalent experience);
- Demonstrable MEAL experience in international development or related discipline.
- Demonstrable experience developing MEAL training and mentoring approaches, designing and facilitating participatory capacity development activities targeted to non-expert audiences;
- Understanding of the principal evaluation methodologies, and data collection and analysis techniques;
- Good understanding and / or experience of project management;
- Well-developed written and verbal communication skills, with the ability to tailor approach to a wide range of audiences;
- Proven ability to build strong working relationships internationally with internal and external stakeholders;
- Proven experience of working and communicating internationally and successfully with diverse internal and external stakeholders;
- Proven ability to review large documents, collect and process data for internal reporting;
- Competent IT skills, including MS Office; Proficiency in Spanish and English.
Desirable
- Proven experience of working internationally, supporting teams remotely, and successfully contributing to complex projects or campaigns;
- Experience of working within the equine welfare sector;
- Experience of working in the humanitarian sector;
- Knowledge and experience of the international animal welfare sector and its role in development.
- Proficiency in Portuguese.
