Job Title: Procurement Senior Specialist

Reports to: Head of Procurement

Main responsibilities

Cooperate and support the development and implementation of ING sourcing strategies at local level.
Deliver local TECH/IT Sourcing Category Strategy ensuring management in line with Bank strategy and processes/regulations compliance.
Independently lead procurement processes at local level.
Interact at global level to propose and share best practices relevant projects and guidelines to be applied at local level.
Act as an advisor/mentor for new employees and co‑workers in lower positions and coordinate them to achieve results in line with targets.
Initiate and implement sourcing strategy and process (RFQ/RFI/RFP/Auction/contract definition). Propose analysis and ensure quality (spend, market demand, etc.).
Ensure completeness of documentation (contract/RFP/reports, regulation check completion through an internal platform, etc.).
Support junior employees within the team.

Organizational position and relationships

Report to: Head of Procurement
Internal working relations: 1st line – entire business with a focus on TECH/IT department; 2nd line – several departments (e.g. Legal, Compliance, CISO, International colleagues, TIPM, ORM, etc).
External working relations: External Suppliers

Main tasks

Market analysis and strategy

Very good knowledge of TECH/IT category spend and Third Party Risk within the banking industry (EBA / DORA).
Ability to understand market trends and benchmarks with other ING Branches/Companies/Industries.

Sourcing

Identify and promote sourcing initiatives to achieve goals such as cost optimisation, higher quality of services, innovation, better value for money, etc.
Initiate, develop and implement sourcing initiatives in line with the above.
Collect business needs/requirements and challenge technical and functional specification.
Design tender process, identifying internal and external stakeholders, leading tasks and related communication.
Define tender documentation and manage operational steps of tenders independently (supplier involvement, tender doc definition, offers comparison, negotiation, contract definition).
Review and adapt by ensuring that all offers meet internal requirements and policies.
Challenge internal demand to pursue cost optimisation.
Approve requests and follow up until purchase order dispatch.
Supplier onboarding and qualification.

Contract Management

Prepare contract documentation with direct responsibility for economic part and coordinate with other departments for the rest.
Identify problems or improvements in existing contracts and make proposals for improvement.
Monitor contract status of the scope assigned.
Plan renewal activities and negotiate accordingly to TECH/IT category strategy.

Supplier Management

Create and foster good relationships with suppliers, identify key stakeholders and decision makers.

Risk Management and Compliance

Execute procedures and controls in line with Bank policies and regulations (e.g. Supplier onboarding, KYC, contract monitoring).
Identify and implement remediation activities driven by Bank policies and procedures.
Provide support on updating local procedures/policies in line with HO guidelines.

Reporting

Perform spend analysis.
Formulate reports concerning purchasing activities individually.
Compile HO / Local reports on sourcing activities, results, contract status, active suppliers.
Prepare PPT to be shared with middle/high management of the Bank.

Technical Skills

Bachelor / university degree in Economics or equivalent.
At least 5 years experience in IT procurement category.
Advanced user of different applications (ERP, Excel, PPT, Access, spend analysis tools, e‑sourcing platforms).
Knowledge of Bank processes and all procurement guidelines, procedures and regulations.
Knowledge of sourcing methods and market best practices.
