The Alternative HAN Company (Alt HAN Co) is a not-for-profit company jointly owned by Energy Suppliers. It operates through a Forum of supplier representatives, and a Board. Costs are recovered from energy consumers, via charges levied on all licensed energy suppliers.

We were established in 2016 for the sole purpose of finding an industry-wide solution for smart metering in hard-to-reach houses, apartment blocks and commercial premises. Specifically, where the broadcast signal from a smart meter communications hub is not strong enough to reach the gas / electricity meter or smart devices in the home. This problem affects around 5% of premises in Great Britain - and if not addressed could leave behind more than a million customers in the transition to a smarter, low‑carbon energy sector.

Alt HAN Co has now moved from a Safe Launch standing into full Mass Roll Out.

As part of the core team in the Business Support department, you will co‑lead, manage & maintain Alt HAN's compliance activities. Reporting to the Director of Finance, Compliance and Business Support, you will regularly interact with the Alt HAN leadership team and the Board.

Your role is to co‑lead on all Health & Safety activities for Alt HAN, taking a hands‑on approach in maintaining Alt HAN's compliance with all relevant industry standards across health and safety, risk management and corporate governance as well as promoting a culture of adherence across the organisation. This role in a relatively small business requires you to find the variety of responsibilities interesting rather than overwhelming and demands effective and accurate management, along with a desire to support the business areas to continuously improve. You will identify when to seek additional expertise, either from internal resources or external consultants. Although not expected to be an expert in every regulatory detail impacting Alt HAN, you will have an overview of all areas and expand your knowledge as required over time.

Reporting to the Director of Finance, Compliance & Business Support, key accountabilities include:

• Oversees external audits to ensure Alt HAN Co's certification continues to meet ISO45001 (Health & Safety)
• Management and conducting of assurance reviews at set intervals with stakeholders
• Oversight of all aspects of Health & Safety across the organisation including 3rd‑party vendors to ensure Alt HAN Co complies with all its statutory obligations, in particular to fulfil its duties as ‘Client’ under the Construction, Design and Management Regulations (CDM).
• Establish and maintain a compliance framework for the Crowded Meter Room Project to:
  • Ensure the appointed Meter Equipment Managers are fulfilling their responsibilities as Principal Contractor and Principal Designer.
  • Enable clear KPI reporting
  • Conduct regular risk assessments, audits, and inspections to identify and mitigate potential hazards. This would include visits to CMR sites across the country (frequency to be determined).
  • Lead the company's response to incidents and near‑misses, performing root cause analyses and implementing corrective actions.
  • Develop and enforce CDM‑related policies and procedures, working closely with fieldwork contractors to ensure safe and compliant work practices.
  • Appoint duty holders as necessary and ensure effective communication and cooperation among all parties involved in field operations.
• Manage health and safety training programs to ensure all employees and contractors are aware of safety standards and best practices.
• Act as the main point of contact for health and safety matters, providing guidance and support across the business.
• Ownership and creation of policies, procedures, and processes to ensure effective traceability of compliance for H&S.
• Oversight of third‑party suppliers in relation to Health & Safety and due diligence reviews at the point of onboarding and throughout the relationship.
• Management reporting of Compliance KPI’s and objectives together with continual improvement opportunity initiatives.
• Collaborating with the Regulation team to understand the operational impacts of regulatory, legal and industry code changes.
• Chairperson of the Health & Safety Assurance Board with external counterparts.
• Handling Health & Safety management for Alt HAN Co premises, employees, and visitors.
• Delivery of compliance changes which impact the Alt HAN Co business or third parties in relation to H&S.
• Build and maintain relationships with key third party Compliance contacts
• Leading on incident & breaches reported because of Health & Safety events occurring.
• Producing monthly reporting packs
• Attendance at governance meetings as a subject matter expert
• Collaborate with the Compliance Manager (Infosec) to provide mutual support in fulfilling relevant duties as needed.
