Job Summary
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce, contributing to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

The People Resilience Manager will work within the People Team at Devonport Naval Base. This new and exciting position will provide a challenging and rewarding role supporting the organisation with the design, implementation and delivery of the resilience & wellbeing strategy.
This position is advertised at 37 hours per week.
Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site at Devonport Naval Base. (Civil Service expectation is 60% presence in office per week).

Job Description
The People Resilience Manager is a key post within the NBC(D) business; primary purposes of the position are as follows:
- To develop & implement a robust resilience & wellbeing strategy that supports the NBC(D) organisation. Responsible for developing and implementing strategies and initiatives to foster diversity, equality and inclusion within the business. Create an inclusive work environment where the workforce feels valued, respected, and have equal opportunities for growth and success.
- Manage the strategy to improve the organisation’s Diversity and Inclusion (D&I), while leading internal initiatives and working with colleagues to change processes, behaviours and approaches as well as supporting communications.
- To champion and influence a wellbeing programme that reflects and celebrates the diversity of One Devonport. Working alongside the wider People Team to identify D&I and wellbeing opportunities for the NBC(D) workforce.
- Deliver aspects of the wellbeing priorities and lead related projects including ensuring appropriate project management and engagement with internal stakeholders. Design and deliver workplace wellbeing programmes and initiatives, developing and managing a wellbeing support model with appropriate internal and external support.
- Carry out research projects and lead on the development and implementation of new wellbeing initiatives, for example, mental health initiatives. Develop and promote new procedures associated with wellbeing, including the signposting of training opportunities to managers and employees. Attend events as required to promote existing and new developments.
- Provide guidance and support to managers and employees on resilience and wellbeing matters. Increase the understanding and engagement, communicating key messages to the business.
- Keep abreast of developments nationally and internationally in equality, diversity and inclusion issues and apply this knowledge to delivering the NBC(D) D&I ambition in supporting its people. Implement new ideas with innovation, creativity and best practice in mind.
- To work in collaboration with Naval Base business areas to ensure the successful delivery of a resilience & wellbeing strategy to improve behaviours within the Devonport business. Building relationships across the One Devonport site.

Person specification
The position requires a passionate and enthusiastic people person who has a strong team ethic. A diplomatic team-player who can establish positive relationships and work collaboratively with stakeholders across the organisation and at all levels.
The post holder will ideally have experience in managing Resilience and Wellbeing within a business environment and proven experience in developing and implementing business strategies and initiatives.
Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels of the organisation and a natural ability to think strategically.
They must have strong interpersonal skills and the ability to build collaborative relationships. The ability to listen to and interact confidently with others. There is a requirement to manage multiple projects and tasks effectively, always planning so deadlines are met and ensuring a quality output is maintained. All whilst demonstrating accuracy and attention to detail.
Qualifications
Level 3 minimum qualification in a business-related subject.
Memberships
Associate Membership of the Chartered Institute Personnel Development (CIPD) or to achieve within a study period of 6-18 months on taking up the post.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
