Job Title: Programme Facilitator – Probation Service

Are you passionate about rehabilitation? Could you help people make meaningful and sustained changes in their lives? If so, then a career as a Programme Facilitator in the Probation Service is for you. The role involves delivering a range of rehabilitation interventions aimed at changing the attitudes, beliefs and behaviour of people on probation with a full spectrum of offence types and risk levels, including sexual and domestic abuse offences. The main objectives are to reduce re‑offending, protect the public, prevent future victimisation and help people build constructive and meaningful lives in the community through evidence‑based Accredited Programmes and Structured Interventions.

Key Responsibilities
  • Plan and deliver interventions in group or individual settings, creating a therapeutic and safe environment that accommodates diverse learning styles and abilities.
  • Adhere to statutory safeguarding responsibilities (Children and Adult) and multi‑agency public protection policies to manage all risks of serious harm.
  • Manage group dynamics and address a range of complexities and needs to target interventions effectively and achieve learning outcomes.
  • Monitor and make evidence‑based recommendations regarding suitability, risk, safety and wellbeing of people on probation before, during and after interventions.
  • Maintain accurate and timely recording of all relevant data, including attendance, feedback, risk issues and reports.
  • Provide timely communication and analysis of probationers’ progress, concerns and risk management plans to relevant staff or stakeholders (Courts, Criminal Justice Agencies, etc.).
  • Deliver workshops and briefings to Probation staff and external stakeholders on the purpose and content of available interventions.
  • Model pro‑social behaviour by consistently reinforcing positive attitudes and challenging anti‑social behaviour.
  • Participate in regular video‑monitoring feedback sessions to uphold audit standards and review practice for professional development.
Organisational Context & Work Environment

The role is regionally based within the Interventions Team and reports to the Programme Manager. It requires travel across a large regional area, work during unsocial hours (including evenings and weekends), and the ability to work singly or with learning disabilities and challenges. No line management responsibilities are attached.

Qualifications, Experience and Skills
  • Qualifications and Abilities
    • High level literacy skills to read, understand and interpret policies and to write reports and correspondence.
    • Proficiency in spoken English (and Welsh where specified in Wales).
  • Experience
    • Experience dealing with challenging behaviour in a professional setting.
    • Experience collaborating and maintaining effective team relationships.
    • Awareness and understanding of the criminal justice system, safeguarding principles and sentence types given to people on probation.
    • Experience of assessing and analysing information from varied sources to make decisions.
    • Commitment to promoting equality, diversity and valuing diversity.
    • Experience using a range of IT software applications such as Microsoft Office.
    • Experience of implementing new learning to improve performance.
    • Experience of planning and prioritising tasks effectively in response to changing demands.
  • Technical Requirements
    • Successful completion of an assessment centre prior to training.
    • Accredited Programmes Facilitator certification and ongoing professional development in areas such as Communicating and Influencing, Managing a Quality Service and Developing Self and Others.
Recruitment & Selection Process

Applications will be sifted once the deadline has closed. Successful candidates at the sift stage will be invited to an interview that includes a facilitation exercise and will be assessed on behaviours such as Communicating and Influencing, Developing Self and Others and Managing a Quality Service. The assessment centre will be required before commencing training.

Benefits and Remuneration

Starting salary: £26,475 with potential progression through the Competency Based Framework. Unsocial hour payments for evenings (30%) and Saturday work (50%). Travel expenses can be claimed. Holiday entitlement of 25 days, increasing to 30 after five years, plus public holidays. Pension via the Local Government Pension Scheme.
