Overview

We’re recruiting for a Criminal Justice System Data Development Lead here at Justice Data, to be part of our warm and collaborative Criminal Justice System and Victims Data division.

There is a huge appetite to improve how we link, share and access data across the CJS, from Ministers and Permanent Secretary level down to operational users. The team drives ambitious strategic change, delivering innovative data projects with impact and influence across the CJS data space.

Responsibilities
  • Lead the delivery of our xCJS linked data, driving design and development and working closely with data scientists, data engineers, data protection teams, and policy experts from across the CJS.
  • Provide oversight of emerging data projects that support national and local performance tooling and insight.
  • Play a pivotal role in implementing a data-sharing and linking strategy across the CJS.
  • Support early scoping work to design new data literacy initiatives.
  • Influence wider CJS work within MoJ to ensure alignment with our aims.
  • Produce briefings and presentations on strategic data projects to cross-CJS and senior audiences.
  • Champion the team’s aims with cross-government stakeholders, developing and maintaining a wide stakeholder network.
  • Collaborate across the team to contribute to the long-term strategic vision for CJS data.
  • Provide leadership and inspire others, not only in your immediate team but also in collaboration and influence with key stakeholders across the CJS.
Qualifications
  • Be a strategic problem solver, with experience influencing the strategic direction of their work area, preferably related to the use of data and technology. Ability to identify and solve technical challenges and contribute to innovative solutions within the CJS.
  • Be a confident leader and emotionally intelligent manager able to inspire others while presenting credibly to senior leadership and/or ministers.
  • Excellent stakeholder management and influencing skills: experience building relationships across government and influencing delivery across multiple organisations.
  • Data savvy: strong understanding of the value of evidence and analysis, particularly for the CJS, and experience working with technical teams, translating between technical and non-technical audiences.
  • Willingness to be assessed against the requirements for SC clearance; including willingness to be assessed for DBS/Basic clearance as applicable.
Assessment and Recruitment Process
  • We recruit using Success Profiles Frameworks and assess Experience and Behaviours during the process: Communicating and Influencing; Changing and Improving; Working Together; Leadership.
  • A diverse panel will review applications against the Person Specification. Successful candidates will be invited to a one-hour panel interview via video call, with a short five-minute presentation to prepare in advance. Details and guidance will be provided ahead of the interview.
  • There may be a pre-sift based on criteria if volumes are high.
Hybrid Working and Location

The MoJ offers Hybrid Working where business needs allow. Roles are UK-based and may require spending time in an office (minimum 60%) subject to local estate capacity. For nationally advertised roles, appointments will be made to the nearest viable office to the home postcode, in an HQ building, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO).

Salary and Benefits
  • National salary range: £58,511–£65,329; London range: £63,343–£70,725. Salary depends on base location.
  • 37 hours per week with flexible working options, part-time or job-sharing where appropriate.
  • Learning budget of £1k per person; access to conferences, professional accreditations, vocational programmes and e-learning.
  • Supportive policies including 10% time to develop and grow, a generous Civil Service pension (defined benefit, 28.97% contributions from April 2024), and paid leave (25 days plus bank holidays; 5 additional days after 5 years).
  • Family-friendly policies, wellbeing supports (e.g., Calm app), networks for carers and diversity initiatives; salary and arrangements subject to Civil Service reform and location.
