Main Purpose and Function

The Sewer Pump Station Supervisor is responsible for ensuring all City of Vancouver sanitary sewer and drainage pump station systems are operating and maintained optimally in order to minimize disruptions, meet service demands, performance targets, and prevent environmental harm. The Sewer Pump Station Supervisor leads and supervises a team of pump mechanics who respond to alarms and calls 24-7, 365 days a year for 26 facilities. This skilled and technical supervisory role requires a high degree of knowledge and aptitude to understand, interpret, trouble shoot and advance all electronic control and mechanical systems associated to the efficient operation of pump stations and discharge of effluent.

Specific Duties and Responsibilities
  • Acts as the prime operational contact and lead responsible for the operation and maintenance of the City’s inventory of sewage and drainage pumping stations and associated force-mains, chambers, and related appurtenances
  • Ensures operational tasks and exercises are conducted to applicable regulations, City of Vancouver policy and procedures in a safe efficient manner.
  • Directly supervises Trades II and Trades I (Pump Mechanics) and oversees the work and safety of technicians, design staff, electricians, contractors, and laborers while on site.
  • Participates in interviews, training, and performance evaluations, mentors, and leads in all aspects of the work.
  • Ensures applicable safety precautions, policy and WorkSafe BC regulations are followed by pump station staff, contractors, and other third-party groups, reviews and plans work procedures to identify and control hazards, develops and document safety talks.
  • Plans and allocates resources relating to daily, monthly, and annual maintenance schedules and corrective repairs for mechanical, electrical, programmable equipment and components as well as maintenance and repairs to facility structures.
  • Installs, configures, and maintains programmable logic controllers; programs and tests units, creates and inputs all entries for related databases, creates or modifies screens and associated database linkages.
  • Runs diagnostics to identify the source of SCADA system problems and corrects or refers problems to technical contacts.
  • Maintains a variety of records, operational logs, tracking sheets, manuals and tools related to the work; participates in the design and development of preventive maintenance schedules and procedures for all station equipment.
  • Provides input to Sewer Design on a variety of topics relating to the operation of pump stations including new station designs and retrofit refurbishments, SCADA and system control programming, pump station specifications, issue and spill investigations, equipment, tool, and technical advancements.
  • Meets and provides input with design staff and consultants during design and build phases of capital upgrades, reviews, and helps prepare commissioning plans, and participate in or oversee commissioning processes for new station construction, by-pass systems, or equipment replacement and installation.
  • Creates shopping carts, orders supplies, tools and equipment via supply chain procurement and payables processes, hires contractors.
  • Provides input to business improvement analyst on various operational needs and improvements, creates IMS Hansen work orders, updates asset management and work management programs with inspection and repair data, involved in requesting operational reports for the benefit of the pump team.
  • Responds to emergencies and provides support on an on-call and stand by basis to trouble shoot after hour issues.
  • Other duties/responsibilities as assigned
Qualifications

Education and Experience:

  • Completion of Grade 12 supplemented by technical courses in the related trades or a recognized apprenticeship or post-secondary program related to the work performed plus considerable maintenance and operations experience in a municipal sewer department including supervisory experience OR an equivalent combination of education, training, and experience.
  • Supervisory Training and Experience
  • E.O.C.P Waste Water Collection - Level II
  • Level 1 First Aid Certificate
Knowledge, Skills, and Abilities
  • Thorough knowledge of the standard practices, methods, of station control systems, PLC programming, electronics, programming logic, communication systems, tools, equipment, and techniques used in repairing, testing and operating sewer and drainage pump stations
  • Thorough knowledge of diagnostic methods and testing procedures related to the work
  • Considerable safety knowledge of the hazards, regulations, practices, and procedures applicable to performing work in and around pump stations and pump station equipment.
  • Considerable knowledge of electrical circuitry and programming principles, instrumentation, automation communication systems and procedures applicable to the work.
  • Ability to review and respond to plans, designs, and schematics for all types of facility improvements including major capital upgrades and sound knowledge of commissioning procedures when new systems and stations are being transferred to the City and brought online.
  • Ability to supervise, schedule and instruct several teams of pump mechanics and contractors by delegating daily, weekly, and monthly work plans and tasks.
  • Skill in the use and care of tools and equipment essential to the maintenance and repair of various mechanical and high-pressure pumping equipment.
  • Ability to design, modify, maintain, and improve computerized system control procedures, database tables and screen layouts and have an advanced knowledge of MS software programs, system control logic, SCADA, Vandocs, IMS Hansen and other City related programs.
  • Ability to monitor and control system operations and to run diagnostic tests using a variety of software programs and applications.
  • Good working knowledge of preventative maintenance practices and proactive implementation of multitude kinds of repairs to correct issues as well as an understanding of fluid hydraulics and dynamics in pumped/piped water systems.
  • Ability to work calmly and make effective independent decisions under demanding conditions as well as impart instruction, knowledge, suggestions to pump mechanics who are responding to alarms.
  • Ability to prepare and maintain records related to the work, write concise reports to capture chronological order of actions and sequence of events.
  • Ability to purchase equipment, materials, and tools by properly following the city’s procurement policy.
  • Ability to apply a variety of supervisory techniques to effectively facilitate, mentor and lead staff toward respectful outcomes and demonstrate diplomacy and tact when addressing issues among team members and/or customers in order to maintain a positive work environment.
  • Ability to train, coach, mentor, teach and motivate staff, monitor performance, and provide timely feed-back and instructions including interviewing and performance appraisal.
  • Knowledge of PLC programming and electrical schematic reading and understanding is an asset.
Driver’s License and Record Checks
  • A current and valid class 5 BC Driver’s License with or higher and a satisfactory Commercial driving record
    • 5 years accumulation of no more than 9 points, not in excess of 3 points per single year
    • 3 years accumulation of no more than 1 preventable work related driving or equipment operating accident in any single year
