Job Summaries by Role

CSE is currently recruiting for various business analyst roles. In your application, you need to select which role(s) you would prefer to be considered for.

General / Program Management Business Analyst

The General/Program Management Business Analyst role involves interpreting and applying program management methodologies, best practices and templates to CSE’s program management community while applying new information from stakeholders, industry best practices, and program management methodologies of other government departments to CSE. The General/Program Management Business Analyst will continuously build and maintain collaborative relationships within CSE’s program management community.

Project Management Analyst

The Project Management Analyst role involves interpreting and applying project management methodologies, best practices and templates to CSE’s project management community while applying new information from stakeholders, industry best practices, and project management methodologies of other government departments to CSE. The Project Management Analyst will continuously build and maintain collaborative relationships within CSE’s project management community.

Strategic Partnerships Advisor

The Strategic Partnerships Advisors’ roles involve building and leveraging international partnerships to evolve and grow CSE missions with foreign partners, advance Government of Canada intelligence priorities globally, support CSE’s foreign deployed personnel, or deliver professional events management services for CSE. Whether your interests lie in working with international partners, coordinating with operational areas, or planning high profile events, the opportunities to hone your skills and take on exciting challenges are boundless.

Cyber Engagement Analyst

The Cyber Engagement Analyst (CEA) operates in many different contexts. In some positions, the CEA engages and collaborates directly with Canadian clients and/or key partners to provide exceptional cyber security services. In others, the CEA provides important program management, analytical, and strategic support to Government of Canada operations.

Information Management Analyst

Within this role, CSE has various positions that support the management of corporate and administrative information: Information Management (IM) Analyst/Advisor, IM Training and Awareness, IM Compliance, and Library. Activities within these roles include providing advice and guidance to staff on information management (IM) practices, analyzing business processes, managing the information lifecycle for electronic and physical records, creating IM training and communication materials, delivering training, interpreting IM policy, supporting CSE’s Open Government initiative, monitoring IM compliance, developing and maintaining the library collection, and providing library reference services.

Disclosures Analyst

Legal Disclosures – manages legal proceedings (court cases, commissions, parliamentary questions) in coordination with Legal Services including operational legal risk assessments, and the collection, redaction and unclassified summarization of any documents required for any legal proceedings.

Access To Information and Privacy (ATIP) – manages the collection of documents and their redaction for release under the ATI Act and the Privacy Act in order to ensure that CSE is as transparent as possible. Analysts also deal with a wide variety of information from across CSE so they learn in depth about CSE.

Privacy Office – advises and trains the entire organization on privacy including responding to privacy breaches and developing the privacy protection measures across all processes and systems at CSE in conjunction with the areas implementing those processes and systems. The role requires continuous learning to remain up to date on how the latest technology and its usage affects Privacy.

Real Property Analyst

The Real Property Analyst role involves assisting in the day-to-day efficient and safe operations of CSE facilities while integrating people, place, and process within the building environment. The Real Property Analyst may coordinate and manage a wide range of initiatives such as redesign, sustainability projects, health and wellness reviews, parking, and space management.

The Learning Technology Analyst role involves developing compliant and engaging cyber security learning solutions, such as online courses and multimedia elements, using a design, development, implementation, and evaluation method. The Learning Technology Analyst researches and identifies emerging learning technology trends and provides recommendations on new approaches and tools to support the development and delivery of all virtual learning solutions. The Learning Technology Analyst should understand web languages (HTML/CSS) and Web Accessibility Guidelines (WCAG).

Business Analyst – Systems Support

The Business Analyst - Systems Support role involves troubleshooting and triaging system issues, and escalating as required. In collaboration with subject matter experts, you’ll be analyzing new features and functionalities of these systems as well as defining the configurations required to ensure various business processes can be implemented. In addition, within this role you’ll be making and testing required configuration changes within these systems and developing associated training and communication products for CSE.

Area of selection

Open to Canadian citizens currently or formerly employed (within the last 5 years) by the federal public service, who live in or are willing to relocate to the National Capital Region (NCR).

Preference may be given to CSE employees and public servants that are affected by layoffs and workforce adjustments. Clearly state in your application if you have been affected by a workforce reduction (proof will be required).

Location

Ottawa, Ontario. All jobs require onsite presence in one of our two accessible facilities . Flexible work arrangements, including telework for a portion of the work week, may be possible.

Conditions of employment

A valid Enhanced Top Secret (ETS) security clearance is a condition of employment that must be met before an offer can be made.

Education

You must have either one of the following:

  • A university degree in a field related to the position, such as but not limited to: Commerce, Business Administration, Public Administration, Finance/Accounting, Human Resources, Education, etc.
  • An acceptable combination of education (secondary school or college diploma, professional certification, etc.) and experience in a field related to the position (as above),

Note: The educational program must be recognized in Canada, and you must be able to provide proof of education credentials. Students graduating within the next twelve months are eligible to apply.

Experience
  • Experience researching, analyzing and summarizing data.
  • Experience providing recommendations or solutions to various issues.
  • Experience preparing communication products, such as but not limited to: presentations, progress or performance reports, and briefing materials, for internal or external audiences.
  • Experience collaborating with internal or external clients or stakeholders.

The intent of this process is to fill vacant positions at CSE. The process may also be used to establish a pool of qualified candidates which could be used to staff similar or identical positions with various tenures.

Due to the nature of CSE’s mandate certain roles may expose employees to content that is difficult to process. Mental health is a priority at CSE and if any personnel feel they require assistance to preserve their mental wellbeing, they have access to services, tools and other resources to help them in both their personal and professional lives.

Please note that in an effort to maintain balance between employee development and business needs, candidates who are hired at CSE should remain in their substantive position for a minimum of twelve (12) months subject to operational requirements.
