Main Purpose & Function

The Streets Design Project Delivery Team manages and delivers a variety of Level 1 & Level 2 projects as defined by the City’s Project Management Framework. Within the team, the Streets Design Project Coordinator position assists in all aspects of planning, design, implementation, and closeout for capital projects that deliver new or rehabilitate existing street infrastructure assets. Typical projects include large scale paving projects, multi-discipline infrastructure renewal projects, and projects that deliver new transportation improvements and green infrastructure assets.

The position reports to the Section Head of the Streets Design Project Delivery team and works closely with the Streets Design Project Managers. Key contacts are the survey & design sections within the Streets Design Branch, internal operations teams, design branches and other project delivery teams within the Engineering Department.

Specific Duties & Responsibilities
  • Delivers project scoping for street infrastructure capital projects, including construction risks and mapping potential stakeholder impacts or involvement.
  • Makes technical design recommendations and leads mitigation of the construction risks and works with the Project Manager to coordinate with all project stakeholders.
  • Arranges topographical surveys consistent with project area and level of detail needed for design. Directs survey staff to ensure quality and completeness of surveys.
  • Provides preliminary and detailed estimates for road rehabilitation and transportation improvements. The estimating process requires careful attention to detail and the deliverables are fundamental for project budgets, program budgets, capital planning, negotiations with developers and contractors, and securing funding grants.
  • Completes technical design reviews of preliminary and detailed designs for correctness and accuracy of project scope. Examples include review of street rehabilitation designs, review of transportation designs, review of green infrastructure designs, review of utility designs, review of other infrastructure designs that are within the scope of any given project.
  • Uses the City’s asset management software (Hansen) to set up network numbers for the purpose of asset record keeping, cost tracking, cost reporting, and development of unit rates.
  • Coordinates with Operations to plan construction delivery and impacts to traffic, the public, businesses, utilities, transit, and other stakeholders and interest groups as required.
  • Coordinates and assists in delivery of traffic control plans, bus re-routes, construction notification letters & delivery, no parking requests, noise by law exemption permits, scheduling, and other coordination items as assigned.
  • Coordinates the design and installation of catch basins with Green Infrastructure, Sewer Design & Sewer Operations.
  • Responsible for working with Operations to schedule survey layout as needed for their construction needs.
  • Routinely visits site before, during, and after construction to scope projects, verify field conditions, meet stakeholders, verify progress, coordinate resolution of issues, provide site information to other staff, quantify accomplishments, and complete field reports.
  • Resolves technical issues through the analysis of technical data, then determines and initiates corrective action.
  • Assists in the development and maintenance of project documentation as per the Department’s Project Management Framework: Project Charter, Project Execution Plan, Project Schedule, Risk Register, Stakeholder Plans, Cost tracking, Change Orders, and Progress/Field reports etc.
  • Liaises with consultants, contractors, engineers, other professionals, internal and external stakeholders, the general public, and regulatory agency representatives for the purpose of coordinating the design and construction phases.
  • Provides regular status report updates to the Section Head and Project Stakeholders by monitoring progress throughout the design and construction phases of the project.
  • Assists with procurement activities with Supply Chain Management where required (including preparing RFPs/ITTs, reviewing proposals and assisting in submission evaluation).
  • Leads project closeout procedures including deficiency walkthroughs, document archiving, account closures, project accomplishments, and completion/warranty notifications.
  • Attend and support the project management team with project meetings and documenting minutes.
  • Acts as staff assistant to the Section Head, expedites and coordinates projects, relieves a superior of administrative and technical duties and performs liaison work between the division and other offices or departments.
  • Other duties/responsibilities as assigned.
Qualifications

Education and Experience:

  • Graduation from an Institute of Technology in a program related to Civil Engineering, Project Management, Construction Management, Transportation/Utility coordination (streets-focused) or other relevant area of study with considerable practical experience in related work, or an equivalent combination of training and experience.

Knowledge, Skills and Abilities:

  • Experience and a proven ability to read and interpret engineering drawings/specifications and problem solve with accuracy in a technical environment.
  • Sound technical knowledge of design practices, construction practices, as well as crew and equipment capabilities.
  • Good technical knowledge of construction sequencing, construction duration, and unit rates.
  • Strong working knowledge of MS Office, SAP, MS Project and AutoCAD and working knowledge of GIS and Hansen.
  • Proven understanding of developing and compiling construction packages and of construction methods – particularly in road construction within an urban environment.
  • Considerable knowledge of civil construction methods and materials, as well as other associated construction activities/relocations (eg. drainage, water services, electrical, duct banks etc.).
  • Familiarity with the City’s street system, construction methodologies, environmental management and transportation policies and regulations is required.
  • Sound knowledge of the City’s Engineering Design Manual, Standard Detail Drawings, Construction Specifications, and MMCD standards.
  • Solid knowledge of Project Management processes and the City’s Project Management Framework.
  • Sound knowledge of procurement procedures and contract administration.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to prioritize and organize work; ability to work independently in a fast-paced, multiple and competing deadline environment.
  • Ability to work well in a team environment, with little or no supervision.
  • Excellent interpersonal skills; excellent written and verbal communication and conflict resolution skills.
  • Effective organizational skills; excellent record management skills and understanding of Organizational Quality Management.
  • Ability to direct the work of subordinates engaged in technical field tasks.
  • Adhere to all safety compliance requirements.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
