Pele Green Energy is seeking a highly motivated and self-driven Site Construction Manager for a period of 18 to 22 months. The Site Construction Manager will oversee a specific PV 100MW project situated in the Free State province ensuring that it is completed within the allocated timeline and budget and meeting the required quality standards.
The individual will be responsible for managing a team of supervisors and will act as the primary point of contact for subcontractors on site.
The role will report to the Senior Project Manager.
Job Responsibilities
Health, Safety and Environmental
- Ensure active and demonstratable support for the HSE Manager to enforce the HSE Plan on site.
- Review and verify DSTI’s.
- Ensure compliance with all relevant HSE legislation and regulations.
- Coordinate regular HSE audits and inspections and ensure timely completion of corrective actions.
- Collaborate with the HSE Manager to manage HSE on the site and report incidents or accidents in accordance with the HSE plan.
- Ensure that HSE considerations are incorporated into all project planning and decision making processes.
Construction Management
- Manage the construction site, ensuring safety and adherence to the project schedule, safety requirements and quality standards.
- Liaise with subcontractors to ensure adherence to safety, quality and schedule requirements.
- Collaborate with the Implementation Project Manager to ensure adherence to contract and document any variations or changes.
- Complete all site documentation accurately and timeously,
- Monitor and report on site progress and any issues encountered such as delays, safety incidents, and quality concerns.
- Chair site meetings and liaise with project stakeholders such as; clients, consultants and other contractors.
- Assist the Project Implementation Manager to manage the implementation of the TSIA and BOP contracts, coordinate the two contractors, and manage the selection, manufacturing, transportation, and customs clearance of equipment according to the contractors.
- Draft daily and weekly progress, safety, quality, social environmental and interface reports.
- Maintain a log of all daily works, contractors and personnel on site.
- Conduct daily meeting with the Owner’s Engineer site team and site supervisors to discuss and agree on action items.
- Ensure that the correct quality control procedures are being adhered to by contractors and subcontractors.
- Perform ad-hoc technical tasks for the Project Implementation Manager as appropriate.
- Manage petty cash on site.
- Manage the availability of the fleet vehicles.
QA/QC Support
- Ensure quality is maintained at all times, and that all work is carried out in accordance with the relevant quality standards and procedures.
- Coordinate with the Owner Engineer team responsible for quality checks (witness points and hold points) to ensure that they are conducted timeously and effectively.
- Manage the team of site supervisors to attend quality checks and perform ad-hoc inspections on site.
- Ensure that all non-conformances are recorded, tracked and closed out.
- Implement the project’s Quality Management Plan and any relevant quality procedures and processes.
- Oversee and manage site-generated project documentation.
Commercial and Contractual
- Chair weekly meetings with Contractors on site and ensure minutes of meetings are properly recorded and kept.
- Manage Project Scheduler and Project site team to measure progress.
- Review Contractor documentation for completeness and accuracy as part of their progress payment applications.
- Compile documentation for Project milestone payment claims.
People Management
- Proactively collaborate with internal and external stakeholders during the construction.
- Liaise with the Project Management team and other stakeholders to ensure that requirements are met.
- Interface and coordinate with BOP Contractor, Environmental Control Officer, Owner’s Engineer and Eskom.
- Account for managing technical conflicts (with support of site supervisors that arise between various stakeholders such, as contractors, EPC Contractors team and local.
- Identify and manage any potential issue that that may arise from stakeholders concerns.
- Support the ED Manager with interactions with the local communities and needed.
- Interface and coordinate with the landowner(s) and local authorities as needed.
- Effectively communicate company values and objectives on-site.
- Work collaboratively with the project team, and contractors to ensure that work is completed to the highest standards.
- Fulfil construction reporting obligations weekly and monthly.
- Support internal team with reporting obligations under the EPC contract.
Design and Engineering Support
- Ensure all designs are correctly implemented on site.
- Ensure attendance by the Owner’s Engineer and site team at all relevant inspections/hold points.
- Support Engineering team in design phase.
- Assist Technical Acceptance procedures.
Desired Skills and Qualifications
- BSc /BTech in Engineering or Construction or equivalent
- SACPCMP Professional Construction Manager (Pr. CM)
- Minimum 5 years’ experience as site manager or site construction supervisor
- 4 years’ experience working on wind or renewable energy projects.
- Experience working with local communities.
- Valid driver’s license and own car.
- Familiarity with construction regulations.
- Excellent understanding of technical design, specifications , and operation of renewable energy projects.
- Ability to speak more than one language is beneficial
