Purpose of the role
- We are looking for an experienced training and development manager to devise our organizational training strategy, oversee its implementation and assess its outcomes. The role is accountable for the Learning and Development strategy, delivery governance, compliance reporting, and learning operations for Finbond Mutual Bank and Finbond’s related entities, including Supreme Finance and King Loan Finance.
- The Training Manager works across many departments to get employees up to speed in both their specific vertical and the overall needs of the company with a background in business, leadership, human resources, development and education. This includes staff onboarding, refresher training, remedial and system training, regulatory and operational learning interventions, and digital learning governance.
- The role ensures training quality, consistency and audit readiness across all learning interventions, providers and learner programmes.
Strategy, Governance and Planning
- Identify and assess future and current training needs through job analysis, career paths, annual performance appraisals and consultation with line managers.
- Compile, manage and communicate the Annual Online Training Plan per company, based on departmental training requests and mandatory/regulatory requirements.
- Draw an overall and/or role-based training and development plan that addresses business needs, compliance requirements and operational priorities.
- Deploy a wide variety of training methods (in-person, virtual, blended, workplace-based, coaching, mentoring).
Delivery and Quality Assurance
- Monitor and evaluate training program’s effectiveness, success and ROI periodically and report on them.
- Oversee national induction delivery through Regional Trainers, including follow-up induction and competency signoffs where applicable.
- Establish and enforce training quality standards, including trainer audits, facilitation standards, assessment governance, attendance compliance and escalation processes.
- Ensure standardisation of training material, learning guides, assessments and training communication across all three companies.
- Resolve training delivery risks and operational constraints (venue readiness, resources, attendance, system access) and adjust interventions accordingly.
Digital Learning and Content Governance
- Oversee content development through the Training Content Developer, including version control, approvals, publishing, and change logs.
- Govern and maintain the Online Training Academies (Moodle) for Finbond, Supreme Finance and King Loan Finance, including course scheduling, learner allocations, completion tracking, and reporting.
- Develop new and engaging learning material and constantly review, update and improve existing material.
- Drive follow-ups and escalations on overdue online training and non-compliance.
- Maintain training SOPs, facilitator guidelines and internal controls, ensuring consistent national execution.
- Produce timeous reports and analysis which identifies learning gaps.
People Management
- Lead, coach and performance-manage 9 Regional Trainers, 1 Training Content Developer and 1 L&D Co‑ordinator, to achieve the department’s strategic objectives including task allocation, driving standards, reporting cadence and delivery support.
- Maintain training SOPs, facilitator guidelines and internal controls, ensuring consistent national execution.
Budget and Vendor Management
- Manage the training department and training initiative budget.
- Plan and forecast training costs across the three entities, including training centres, travel, accommodation, provider costs, learner programme costs and team resources.
- Provide and source external training providers (where required) to bridge learning gaps of a specialist nature.
- Manage provider SLAs, quotes, negotiations, invoicing and payment follow-ups.
Skills Development, SETA and Audit Compliance
- Maintain historical training records for each individual member of the organization, ensuring accurate training records and evidence packs for internal governance, audits and regulatory reporting.
- Manage learnership programmes and related budgets, oversee BankSeta-funded projects including employed learnerships, unemployed learnerships and skills programmes, from registration to close-out.
- Reporting in terms of the WSP to the relevant SETA annually. Co‑ordinate and contribute to the annual WSP/ATR submission, including data preparation, validation and stakeholder engagement.
- Apply for Learnership programmes and Bursaries from the relevant SETA annually. Support and manage Discretionary Grant applications and related project governance.
- Report on monthly outcomes of Training interventions undertaken within business. Provide regular L&D reporting and operational updates to management.
Additional L&D Portfolio Items
- Drive and manage the employee Driver’s Licence Programme for identified employees, including tracking, provider coordination and reporting.
- Support annual Skills Development reporting for B‑BEE audit requirements, including skills audit spreadsheet maintenance, sampling and proof of training.
- Complete and/or oversee statutory and administrative requirements linked to skills development (e.g., IT20 annual skills tax spreadsheet completion and IT180 forms where applicable).
- Maintain a keen understanding of training trends, developments and best practices. Provide opportunities for ongoing development.
Qualifications
- Relevant tertiary qualification in Education, HR, Learning and Development, Skills Development or equivalent experience.
Experience
- Proven work experience as a training manager.
- Track record in designing and executing successful training programmes.
- Familiarity with traditional and modern training methods (mentoring, coaching, on‑the‑job or in classroom training, e‑learning, workshops, simulations etc).
- Experience with an LMS (preferably Moodle) and digital learning reporting.
- Excellent communication and leadership skills.
- Ability to plan, multi‑task and manage time effectively.
- Strong writing and record keeping ability for reports and training manuals. Good computer and database skills.
- Demonstrated experience in SETA‑related skills development administration, reporting and governance (WSP/ATR, DG projects, learner programmes).
- Experience in managing national training delivery teams and external training providers.
- Experience supporting audit processes, including B‑BEE skills development evidence and sampling.
