Our client have worked with governments in countries that span three continents, including Costa Rica, Zambia, Kenya, India, the Philippines, Singapore and Vietnam.
Role summary
They are seeking to hire for a full-time Head or Manager (Data Analysis and Research) to anchor the work on the data and methodological aspects for the product. Additionally, the candidate should also support the rest of the organization with work that involves deep expertise with data analysis. The candidate will report to Director (Knowledge), although he/she may also be required to work directly with other members of the senior management team in areas that require specific data/statistical analysis.
Key Responsibilities
- Generate annual index rankings and results based on an existing conceptual and indicator framework, analyse the robustness of the results through a series of statistical tests, and apply statistical best practises for the quantitative research and data work required for the Index.
- Manage the data collection and treatment, construction of composite indicators based on underlying metrics, perform necessary transformations on the data set, compile and report finalized results for the finailsed report.
- Validate the selection of data sources and statistical methods used to generate the results.The candidate may have to coordinate research work amongst one or more adjunct researcher.
- Perform statistical analysis to spot trends and detect relationships between the indicators and components of the Index. Conduct tests to determine the reliability and soundness of the Index
- Analyse data to identify relevant and interesting insights to support data story-telling.
- Working with our designers and writers, develop engaging infographics and data charts that will used to publicise thier finished work
- Conduct research on new/relevant areas that could be covered by the report, identify relevant data sources to measure those areas, and construct indicators using the available data
- Design and develop data-driven composite indices using primary and secondary data to measure various aspects and dimensions of public administration (e.g., government performance, government healthcare systems, etc.) Working with the Academy team, develop interactive data-related modules and training courses to enhance data capability in government officers around the world
Experience and Qualifications
- Advanced degree in Statistics, Data Science, Mathematics, or equivalent master’s degreeprogram with a focus on statistical methods
- Around 6 years of experience in data analysis or quantitative research work or similar projects; we are open to candidates with lesser years of experience but must prove and showevidence of experience through data projects, internships or other avenues of work Skills
Skills and Aptitudes
- Proficiency in Microsoft Excel and other statistical software programs, such as Stata, R or SPSS, or equivalent
- Exceptional ability to interpret data and analyse trends and has keen attention to detail
- Exceptional intellectual agility, to be able to quickly understand unfamiliar topics and domain areas in public policy, and identify new ways to measure government capabilities in those topics/areas
- Strong project management skills
- Ability to communicate ideas clearly
