$5,900 to $9,700 Monthly 11 applications Posted 18 May 2024 Closing on 01 Jun 2024The Procurement and Administration Services Division (PASD) ensures the integrity of NEA's procurement process and provides stewardship of administration services. PASD establishes, implements and oversees the procurement policies & frameworks as well as provides advisories in ensuring the standards of integrity are maintained throughout the procurement value chain. It also forecasts, plans and manages the administration services. PASD strives to serve as the Business Partner to NEA's Divisions to support their business needs in enhancing the user experience in both procurement and administration services.
As an Assistant Director, you will be part of a team that is responsible for providing procurement policy & system support and upholding proper procurement governance in NEA. You will support the procurement functions in NEA by carrying out the following activities:
• Oversee the existing procurement systems and ensure that the systems are able to meet the changing organisational requirements and address policy updates.
• Supervise system administration support for procurement systems to meet operational and regulatory requirements.
• Identify business needs, develop and implement digital solutions.
• Perform data analytics and generate insights for procurement to drive improved decision making and development of effective and efficient procurement processes.
• Lead procurement policy and process review to improve operational efficiency whilst ensuring governance and compliance to IM on procurement, including exploring demand aggregation of goods and services and other procurement levers to achieve cost optimisation.
• Improve outreach, conduct training and facilitate dialogues among the procurement community in NEA.
• Improve the procurement processes, systems and governance framework in NEA to optimise the procurement expenditure and operational efficiency.
• Standardise good practices on category sourcing across different business units which include review of procurement policies and procedures to improve cost and process efficiency, strengthen governance control and compliance, and support innovation.
• Provide procurement advice to users on all stages of procurement cycle.
Job Requirements:
• At least 7 to 8 years of experience in government procurement
• Prior experience in system development, system administration, data analytics, website design and development
• Have a passion for procurement works and able to adapt to changes and work well under tight deadlines
• Experience in leading a team and building rapport with multiple stakeholders
• Good analytical, interpersonal, writing and presentation skills
• Meticulous, resourceful, resilient and able to multi-task with a positive working attitude
• Proficient in Microsoft Office and data visualisation tools
