Job Title: Technical Office Manager (Construction & Infrastructure Projects)

We are a dynamic mid-sized construction and infrastructure company seeking a seasoned Technical Office Manager to oversee the technical, financial, and administrative aspects of our projects within Saudi Arabia. The ideal candidate will possess extensive knowledge of local market pricing, cost management, and project planning, with a proven ability to lead technical teams and ensure competitive project delivery.

• Technical and Administrative Oversight: Lead the technical office team in preparing and reviewing project documentation, drawings, and technical submissions.
• Ensure all technical activities comply with local standards, safety regulations, and client specifications.
• Coordinate with project managers to facilitate smooth communication and project execution.
• Costing, Pricing, and Budget Management: Prepare accurate cost estimates and budgets for projects, considering current market prices for labor, materials, and equipment.
• Develop competitive yet profitable pricing strategies based on comprehensive market analysis.
• Monitor project costs in real-time, managing variations and implementing cost-saving measures where possible.
• Market Analysis & Pricing Strategy: Maintain up-to-date knowledge of market prices and trends in Saudi Arabia.
• Conduct market benchmarking to ensure company bids are competitive.
• Use market intelligence to inform project planning and risk mitigation strategies.
• Project Planning & Scheduling: Develop detailed project timelines and resource plans in coordination with project teams.
• Optimize project execution plans to meet deadlines and budget constraints.
• Track project progress and proactively address potential delays or issues.
• Risk & Quality Management: Identify potential technical or financial risks related to market fluctuations.
• Implement risk mitigation strategies.
• Ensure quality assurance processes are maintained across all project phases.
• Stakeholder Communication: Liaise with clients, subcontractors, suppliers, and internal teams.
• Prepare technical and financial reports for management review.
• Support negotiations and contractual discussions.

• At least 10 years of relevant experience in the Saudi construction and infrastructure market.
• Strong background in cost estimation, pricing, and project management.
• In-depth knowledge of market prices for labor, materials, and equipment in Saudi Arabia.
• Experience managing technical offices for projects of medium scale.
• Familiarity with local regulations, standards, and permitting processes.
• Bachelor’s degree in Civil Engineering, Construction Management, or related field; a Master’s degree is a plus.

• Language: Fluency in English; Arabic language skills are advantageous.
• Strong understanding of the Saudi market landscape.

• 5. Negotiation & Stakeholder Management: Strong negotiation skills with clients, subcontractors, and suppliers. Excellent communication skills to coordinate with diverse stakeholders. Ability to prepare and present technical and financial reports.
