Job Description

International Development Group (IDG) is actively recruiting for a Team Lead position on a proposal for the Katalis 2.0 program under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Katalis 2.0 represents a follow‑on of the pioneering Katalis program (2020-2025). The goal is to support Indonesia’s economic transformation, enabling greater investment, including from Australia, and to support stronger, more inclusive economic growth in‑line with Indonesia’s ambition to reach high‑income status by 2045.

The Team Lead will be the strategic and operational head of the Katalis 2.0 program. They will provide high‑level leadership and technical oversight, manage stakeholder relations, and ensure delivery of results in line with the IA‑CEPA objectives. The Team Lead will work closely with the governments of Indonesia and Australia, industry leaders, and civil society to catalyze trade, investment, and inclusive growth. This role requires a seasoned development professional with deep understanding of both commercial facilitation and development programming, proven experience in stakeholder coordination across government and private sectors, and the ability to navigate the complex intersection of trade policy and development outcomes.

Key Responsibilities

  • Provide overall strategic leadership and direction for the Katalis 2.0 program, ensuring alignment with DFAT objectives and IA‑CEPA priorities.
  • Lead the design, planning, and delivery of program activities to drive inclusive economic outcomes between Australia and Indonesia.
  • Build and maintain effective relationships with senior stakeholders across DFAT, the Indonesian government, the private sector, and civil society.
  • Oversee governance, risk management, compliance, and operational delivery in accordance with DFAT policies and performance standards.
  • Manage a multidisciplinary team, fostering a collaborative, accountable, and high‑performing team environment.
  • Ensure robust monitoring, evaluation, and learning systems are in place to support adaptive management and results reporting.
  • Oversee program communications and public diplomacy efforts to strengthen visibility, influence, and stakeholder engagement.
  • Ensure timely, accurate, and high‑quality reporting and financial management in line with contractual obligations.
  • Promote gender equality, disability inclusion, and value‑for‑money principles across all aspects of the program.
Requirements
  • Advanced degree in economics, international development, climate policy, trade, or related fields.
  • Minimum 15 years of experience in economic development, trade facilitation, or private sector development, with minimum 5 years in senior leadership roles (Team Lead/Chief of Party).
  • Deep understanding of Indonesia’s trade and investment landscape, and familiarity with Australian government partnerships and regional economic policy.
  • Proven leadership in managing large‑scale economic development or governance reform programs in Southeast Asia, ideally in Indonesia.
  • Deep technical expertise in trade and investment policy, private sector development, and/or public sector reform.
  • Demonstrated experience in managing interdisciplinary teams and relationships with high‑level government, private sector, and donor stakeholders.
  • Prior experience in DFAT‑funded programs or similar donor‑funded initiatives is an advantage.
  • Exceptional communication skills in English; functional proficiency in Bahasa Indonesia preferred.
  • Willingness to be based in Indonesia.
