Background

The Impact Investment Readiness in Indonesia (IIRI) program is a five-year initiative funded by Global Affairs Canada and implemented by Impact Investment Exchange (IIX) to strengthen Indonesia’s gender-responsive and climate-smart impact investing ecosystem, with a focus on unlocking private capital for women-owned, women-led, and women-benefitting MSMEs (WMSMEs) in underserved and outer-island provinces. As a foundational activity, IIX is conducting a Market Landscape Study to assess the WMSME financing landscape, sectoral opportunities, capital readiness, and ecosystem conditions beyond major urban hubs, informing province prioritization and tailored interventions for 2025-2030. Complementary analyses, including a Gender-Based Analysis Plus (GBA+) and an Environmental Sustainability Strategy (ESS), will examine structural gender barriers, climate-related risks, and opportunities to support inclusive, climate-aligned capital deployment.

Purpose of EOI

IIX invites Expressions of Interest (EOI) from qualified firms or organizations to partner with IIX to support the data collection of the Market Landscape Study, which will include gender and climate considerations using Global Affairs Canada’s Gender-Based Analysis Plus (GBA+) assessment and Environmental Sustainability Strategy frameworks where relevant.

This EOI is intended to:

  • Identify capable firms/organizations with strong field research capacity in Indonesia
  • Assess experience in gender-sensitive data collection
  • Understand operational approaches and indicative cost ranges
  • Shortlist firms for a subsequent selection or RFP process
Eligibility & Desired Profile

IIX welcomes EOIs from firms that meet the following criteria:

  • Legally registered entity eligible to operate in Indonesia
  • Demonstrated experience in field research and data collection across multiple provinces
  • Demonstrated established presence and trusted networks across the selected underserved and outer-island provinces in Indonesia to facilitate access to local stakeholders, WMSMEs, communities, and relevant institutions.
  • Proven capacity to conduct gender-sensitive KIIs, FGDs, and surveys
  • Experience in gender analysis, inclusion-focused research, or GBA+-type assessments
  • Ability to deliver clear analytical write-ups and research outputs in English
  • Familiarity with MSMEs, inclusive finance, impact investing, or development research is an advantage

Interested parties are requested to submit an EOI (maximum 5 pages, excluding annexes) covering:

  • Organizational Profile: Legal status, years of operation, core expertise
  • Relevant Experience: Examples of similar assignments (data collection, gender analysis, MSMEs, development research)
  • Team Overview: Key personnel and roles (CVs)
