This position provides financial, accounting and other technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission.

Job Summary

The Public Utilities Commission will be filling one vacancy at either the Financial Analyst 2 or Financial Analyst 3 classification level based on the education and experience of the successful candidate.

Job Duties:

  • Provide technical assistance to the Commission on complex financial, accounting and other issues as assigned in utility rate cases.
  • Evaluate and analyze complex miscellaneous rate, tariff, and service filings by utilities.
  • Carry out miscellaneous technical projects relating to energy policy and/or rate regulation, as assigned by the financial analysis unit supervisor.

Minimum Qualifications

Minimum qualifications for Financial Analyst 2: Two years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.

  • Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
  • Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

Minimum qualifications for Financial Analyst 3: Three years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.

  • Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
  • Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

A Master’s degree in Accounting, Economics, Business or a closely related field may substitute for 18 months of experience. A Bachelor’s degree in the above areas may substitute for one year of experience.

Preferred Qualifications
  • Five years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
  • Strong knowledge of regulatory policies and procedures in Minnesota and/or other state and federal jurisdictions.
  • In-depth understanding of the electric, natural gas, telecommunication and/or water industries.
  • Ability to interpret statutes, Commission rules and regulations.
  • Ability to explain complex accounting and regulatory concepts clearly and concisely.
  • Experience writing formal reports for external distribution.
  • Experience managing and conducting research and investigations and performing complex analyses related to regulatory accounting, financial evaluations and other related financial issues.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
