INOVASI 3 - Numeracy and Digital Solutions Specialist

Background

Indonesia’s Vision 2045 sets the goal for Indonesia totransition from a resource-based economy towards an advanced service,technology, and knowledge-based economy by the centenary of its independence(2045). The 2025-2045 National Long Term Development Plan emphasises theurgency of Indonesia’s human resource development to fully realise 2045 goals.

Faced however with persistent low student performance thatis emblematic of a learning crisis, significant improvement in student learningwill be required to reach Indonesia’s 2045 goals. The Government of Indonesia (GoI) has started an ambitious program ofeducation reforms. Successive education ministers have set out to modernise theeducation system through reforming the national curriculum and teaching andassessment approaches, to produce citizens with strong foundational skills,open minds, and inclusive values.

Australia is a long-term supporter of the Indonesian basiceducation sector, with continuous investments supporting education qualityimprovements for the past two decades, including through the INOVASI program(Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisitionof literacy and numeracy foundational skills in early grades classrooms;exploring local problems and solutions; and generating evidence to informgovernment policy development and practices.

This third phase of INOVASI (2024-2027) builds upon theexisting program’s approach and lessons learned and takes the focus on thedevelopment of foundational skills through to the end of the primary grades.Phase 3 will engage with priority issues of Australia’s development policy:gender equality, effective inclusion of children with a disability, responsesto the climate change challenge in education. It will focus on the challenge ofpolicy implementation and the gaps that exist between national policies andpractices at district and school levels, as well as use the wellattested-success of INOVASI’s local problem-based approach to continuouslysupport policy development for effective fit between policy and implementationcontext.

INOVASI Phase 3 isimplemented in 25 districts and cities across Indonesia, in the provinces ofWest Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java,and Maluku. The program also works in Ibu Kota Nusantara (IKN).

The Program is managed byPalladium on behalf of the Government of Australia through the Department ofForeign Affairs and Trade (DFAT).

Purpose ofthe Position
The Numeracyand Digital Solutions Specialist will provide strategic and technicalleadership to support INOVASI in improving foundational numeracy outcomes forIndonesian children, through the development and implementation of effective,inclusive, and context-appropriate digital solutions. The role will collaborateclosely with national and subnational teams, government partners, and otherstakeholders to design, adapt, and scale innovative approaches to teacherprofessional development and ecosystem strengthening—particularly in low-resource and remote settings. The Specialist will ensure that all solutionsare aligned with INOVASI’s program goals and reflect GEDSI principles.

Duties
Under the direction of the School Ecosystem Development Manager, the Numeracy and Digital Solution Specialist will:

  • Lead the development ofINOVASI’s numeracy strategy for Phase 3, in close consultation with educationspecialists, provincial managers, and external consultants.
  • Support national andsubnational teams in designing and implementing facilitation strategies andtools to enable partners within the education ecosystem to develop locallyrelevant numeracy strategies.
  • Coordinate and providetechnical assistance in the co-design of interventions, pilots, and partner-ledinitiatives aimed at strengthening the capacity of teachers, school leaders,supervisors, parents, and communities to support children’s acquisition offoundational numeracy skills.
  • Provide technicalsupport to strengthen collaboration among key ecosystem actors—including BGP,universities (LPTKs), and district stakeholders—to improve the quality ofnumeracy teaching and learning.
  • Ensure that GEDSIprinciples are embedded across all numeracy-related content, trainingmaterials, and implementation activities.
  • Provide technicalguidance on the planning, implementation, and quality assurance of digitallearning solutions, including hybrid and low-tech models suitable for remoteareas with limited connectivity.
  • Collaborate witheducation and digital learning specialists to integrate digital solutions intolocal teacher professional development systems, including within teacherworking groups and learning communities.
  • Provide technical inputinto the design, piloting, implementation, and refinement of digital trainingresources, including those hosted on national platforms such as those of MoECRTand MoRA.
  • Ensure that digitalplatforms and resources are accessible, user-friendly, and effective inenhancing teaching practices and student learning outcomes.
  • Advise on theselection and development of appropriate digital media formats (e.g.,e-learning modules, interactive PDFs, videos, animations) to enhanceprofessional learning experiences across user groups.
  • Work collaborativelywith other INOVASI teams to ensure strong coordination and alignment betweennational and subnational implementation of numeracy and digital initiatives.
  • Oversee the qualityassurance of digital content produced with INOVASI support, ensuring alignmentwith technical standards, user needs, and programmatic goals.
  • Contribute to programlearning, reporting, and knowledge-sharing by participating in internalmeetings, preparing technical briefs, contributing to reports, and supportingcommunication with DFAT and government partners.
  • Undertake other tasksas reasonably requested by the Deputy Director for Education Ecosystems andSubnational Management, consistent with the incumbent’s qualifications and rolescope.

Qualificationsand Experience:

The Numeracy andDigital Solutions Specialist will possess the following qualifications andexperience:

  • Degree in education technology or in other relevant field such as instructional/learning design, content design and development multimedia design, graphic design.
  • Minimum of 10 years of professional experience in the same field or in a similar role.
  • Demonstrated experience as an e-learning developer.
  • Relevant work experience working in development programs in relevant field.
  • Demonstrated understanding of basic education and the challenges and conditions for improving and sustaining quality education in Indonesia or a similar country context.
  • Knowledge of the Indonesian government structure and existing digital learning platforms is advantageous.
  • Experience with DFAT or other development agency, preferably within the education technology field, is advantageous.
  • Excellent written and verbal communication skills in Bahasa Indonesia and English.
  • Strong analytical and problem-solving skills, proactive technical trouble-shooting skills.
  • Ability to work independently and as a part of a team.
