Job Summary

The HRBP & HR Operations Manager is responsible for managing all HR-related matters for both external IT outsourcing consultants/project-based workforce and internal employees. This role combines HR business partnering, HR operations, recruitment, and people development, acting as a strategic partner to clients, the CEO, and internal stakeholders. You will ensure contractual and regulatory compliance, operational excellence, and effective workforce support aligned with client needs and business growth.

Key Responsibilities
1. External Workforce & IT Outsourcing Management
  • Manage the full lifecycle of IT outsourcing consultants and external employees, from onboarding to offboarding.
  • Ensure consultant deployment aligns with client contracts, project scope, and internal policies.
  • Monitor assignment status, headcount, contract duration, renewals, and terminations.
  • Act as the primary HR point of contact for clients regarding outsourced workforce matters.
  • Coordinate preparation and administration of consultant contracts, addendums, NDAs, and related HR documents.
  • Ensure compliance with labor regulations, outsourcing standards, and client-specific requirements.
  • Handle consultant performance issues, disciplinary matters, escalations, and replacements.
  • Support resolution of consultant-related grievances with clients and internal teams.
  • Identify HR-related risks in outsourcing arrangements and propose mitigation actions.
  • Coordinate payroll inputs, timesheets, attendance validation, and support billing with accurate HR data.
  • Prepare regular reports on external headcount, utilization, contract status, and workforce costs.
2. Internal HR Operations & Employee Lifecycle
  • Manage end-to-end HR operations for internal employees (permanent, contract, probation).
  • Oversee employee lifecycle processes: onboarding, confirmation, promotion, internal movement, and offboarding.
  • Ensure accuracy and integrity of employee records, contracts, HRIS, and personnel documentation.
  • Coordinate payroll administration, benefits, BPJS, leave management, and attendance.
  • Support internal and external audits related to HR operations and outsourcing activities.
3. Recruitment, Workforce Planning & Talent Acquisition
  • Manage internal recruitment activities to fulfill business and operational needs.
  • Partner with the CEO, BOD, and department heads to understand manpower planning and hiring priorities.
  • Assist in defining job scopes, hiring criteria, and workforce structure aligned with business growth.
  • Handle end-to-end recruitment: sourcing, screening, interview coordination, and offer support.
  • Support hiring for key, confidential, and critical roles with high professionalism and discretion.
  • Monitor hiring progress and provide regular updates and insights to stakeholders.
  • Provide HR guidance related to workforce planning, consultant utilization, and resource allocation (internal & external).
4. Performance Management, People Development & Engagement
  • Manage performance management processes, including KPI setting, appraisal cycles, and performance improvement plans.
  • Support employee development initiatives, learning programs, and succession planning.
  • Drive employee engagement activities and internal culture-building programs.
  • Support performance and behavioural issue handling (internal and external) in line with company policies.
5. Policy, Compliance, Employee Relations & Governance
  • Develop, review, and implement HR policies, SOPs, and internal regulations in line with labor laws and outsourcing standards.
  • Handle employee relations matters, disciplinary processes, grievances, and internal investigations.
  • Ensure HR governance, audit readiness, and compliance with statutory and client requirements.
  • Maintain accurate and up-to-date HR documentation, contracts, and compliance records.
6. Leadership, Stakeholder Management & Process Improvement
  • Act as a trusted HR partner to management, clients, and internal stakeholders.
  • Provide HR insights, workforce data, and recommendations to the CEO and leadership team.
  • Lead, guide, and mentor HR staff involved in internal HR operations and outsourcing support.
  • Continuously improve HR processes related to HR operations and outsourcing to ensure efficiency and scalability.
  • Contribute to business growth by ensuring a stable, compliant, and well-managed workforce (internal & external).
Key Requirements
  • Bachelor’s degree in Human Resources, Psychology, Law, Business Administration, or related field.
  • Minimum 7–10 years of HR experience, with strong exposure to internal HR operations, preferably experience in IT outsourcing, consulting, or services-based companies.
  • Strong understanding of HR business partnering, contract-based employment, and outsourcing models.
  • Proven experience in client-facing HR roles and partnering with senior stakeholders (CEO, BOD, department heads).
  • Solid knowledge of labor law, HR compliance, and employee relations.
  • Excellent stakeholder management, coordination, and communication skills.
  • Strong attention to detail, documentation, and compliance orientation.
  • Strong organizational, analytical, and problem-solving skills.
  • Able to operate effectively in a fast-paced, service-driven, and growing business environment.
