Job description
The Position

Palladium is hiring a Grants Junior Officer to join the Southeast Asia team working on a global sustainable land-use programme funded by the Foreign, Commonwealth and Development Office (FCDO). They will support the Regional Grants & Risk Senior Officer in the oversight, management and administration of the Grants and disbursements under the programme for Components 1 and 2. The Grants Junior Officer will play a critical role in managing and overseeing the implementation of grant agreements to ensure compliance with donor requirements and the programme's objectives. Working closely with the Grants & Risk Senior Officer, the position will focus on efficient grant administration, financial monitoring, and supporting implementing partners to meet performance targets.

The role is offered full time (40 hours) based in our Indonesia office in Jakarta. It is expected the person works from the office at least 3 days per week (pro rata if part-time).

Programme Context

The second phase of Partnerships for Forests (P4F) is the flagship programme in the Nature Based Capital and Climate, Environment and Natural Resources practice area at Palladium. Building on the strong foundations of P4F (which ran from 2015 to 2024), the second phase will catalyse investment into inclusive, sustainable businesses, that support growth and livelihoods, and protect and restore forests, ensuring that value flows back to forest-based communities and smallholder farmers across the tropical belt. The programme will operate in five globally important forest regions: East Africa, Latin America, Southeast Asia, West Africa and Central Africa, with a strengthened focus on the latter in this new phase of operations. In all regions, the programme aims to foster long-term sustainability, prosperity and resilience in local economies.

P4F will run for 5 years from 1 February 2025. Depending on performance and subject to funding, the programme may be extended for a further 5 years (up to 2035). The second phase of P4F is funded by the UK government and is one of several activities that sit within the broader Investments in Forests and Sustainable Land Use (IFSLU) Programme.

Primary Responsibilities

Key responsibilities and tasks may include, but are not limited to:

1. Grant Management and Administration

  • Support the preparation, review, and issuance of grant agreements, ensuring compliance with programme policies and donor regulations.
  • Maintain accurate and up-to-date records of all grants, including agreements, disbursement schedules, and reports.
  • Monitor grant milestones and deliverables, providing timely reminders and support to grantees.

2. Financial Oversight and Reporting

  • Work with grantees to develop realistic budgets, ensuring alignment with project objectives.
  • Monitor and review grantee financial reports, expenses, and disbursements to ensure compliance with agreed budgets and donor requirements.
  • Conduct periodic financial reconciliations and flag any irregularities for further review.

3. Capacity Building and Stakeholder Support

  • Provide technical assistance and training to grantees on grant management, reporting, and compliance with programme requirements (e.g. procurement practices).
  • Build strong relationships with grantees, fostering trust and collaboration to address challenges proactively.
  • Act as a focal point for grantee queries related to grant processes and compliance requirements.

4. Risk Management and Compliance

  • Identify potential risks in grant implementation and propose mitigation measures.
  • Conduct Due Diligence on all prospective grantees, ensuring adherence to the programme's and Donor’s requirements.
  • Conduct refresher Due Diligence assessments on grantees throughout project implementation.
  • Support internal and external audits by providing requested documentation and information.

5. Reporting

  • Collaborate with the Regional Grants & Risk Senior Officer and other team members to develop grant performance dashboards and reports.
  • Contribute to donor reporting by providing up-to-date grant data, highlighting achievements, challenges, and lessons learned.
  • Liaise with other programme departments, including finance, legal, and monitoring & evaluation, to ensure seamless grant management processes.

6. Coordination and Operations

  • As may be requested and agreed with the Regional Manager, supporting the regional team with ad‑hoc coordination or operational tasks including procurement, contracting, compliance or logistics support.

The role may include national and international travel.

Reporting Lines

The role will report directly to the Grants & Risk Senior Officer, Southeast Asia. You will indirectly report to the Regional Manager and Grants Fund Manager.

Qualifications and Experience
  • Basic understanding of how to conduct analysis and interpret qualitative and quantitative data.
  • Eagerness to learn and develop skills in grant management.
  • Interest in gaining knowledge of financial management tools and grant management systems.
  • Good communication and interpersonal skills, with the ability to work effectively with diverse groups.
  • Proficient in written and spoken English.
  • Basic proficiency in Microsoft Office Suite.
  • Any experience or coursework related to grant management, project management, or financial administration.
  • Familiarity with financial management tools and grant management systems.
  • Awareness of grants management within donor‑funded programs (e.g., FCDO, USAID, EU).
  • Familiarity with FCDO policies and compliance requirements.
  • Knowledge of local language in the region.
  • Understanding of donor‑funded projects, especially in development or conservation sectors.
