A UK government agency is seeking a leader for communications within the Carriers, Brokers and Dealers (CBD) regime. This role involves developing and delivering a communications strategy to support regulatory reforms in waste management. Ideal candidates will demonstrate strong communication skills, a customer-focused approach, and an ability to manage stakeholder engagement successfully. This is an opportunity to contribute to significant changes in waste regulation and enforcement.
We’re looking for someone to lead vital communications and engagement work for the Carriers, Brokers and Dealers (CBD) regime. This role is part of a major Regulatory Reform project that’s set to transform how we regulate and enforce waste movement across the country. It’s a rare opportunity to help shape once-in-a-generation change.

This role is part of the Waste Controllers and Tracking (WCAT) team, within Waste Industry Regulatory Services (WIRS) under National Operations. We are a high-performing, geographically dispersed team delivering priority technical work that supports waste regimes and leads national projects. The Carriers, Brokers and Dealers (CBD) regime is jointly managed by E&B Waste Regulation and WIRS, who lead the organisation’s CBD efforts, supporting government, industry, and colleagues.
You’ll bring strong communications expertise and confidence in delivering impactful engagement. You’ll anticipate risks and develop strategies to manage them, drawing on your specialist knowledge to connect effectively with customers and partners nationwide. You’ll be able to showcase successful campaigns you’ve designed and led.
Knowledge of waste compliance, environmental regulation, and enforcement processes is desirable but not essential. A strong customer focus and the ability to deliver results through others are key.
