The post is based in Transport Scotland’s Concessionary Travel Unit (CTU) within the Bus, Concessionary and Active Travel (BCAT) Directorate. CTU was established to undertake and oversee the operation and payments of the concessionary travel schemes and various operator grants and incentives.

• Monitor and appropriately action items received in the team mailbox, including the processing and analysis of a series of received scheduled reports. React quickly to internal queries and those to support official correspondence such as Parliamentary Questions and Ministerial Communication.
• Work closely with various external stakeholders (eg Police Scotland and Local Authorities) to deliver the team’s outward service provision in relation to data, in accordance with Data Protection guidelines.
• Use the analytics platform and bespoke internal databases and Microsoft Excel to analyse, investigate and interpret transactional and numerical data. Identify patterns, trends and anomalies to support the unit with general reporting requests from internal and external colleagues as required.
• Draw on output, knowledge and experience from the various databases used to make evidence based decisions and support new analysis processes.
• Analyse, investigate and process intelligence received, utilising reporting functionality to assist in evidence gathering in relation to any misuse of the schemes. Liaise with Local Authorities and any other relevant stakeholders when investigating card usage and/or misuse.
• Liaise with various teams in the Unit to provide support in testing of any new systems updates and in relation to new Schemes/products/cards/equipment as they are introduced.

Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on.

• Able to source, validate and analyse a range of relevant information and data (using data tools like Excel) and then present it to inform decision making.
• Uses data to regularly evaluate delivery performance (e.g. dashboards) and to highlight trends or risks which could impact service delivery or stakeholders.
• Ensures team handles data securely and manages data security in line with all legal and organisational requirements.

Solid foundations in Operational Delivery support transition into this role, awareness of attention to detail, effective communication, and prioritisation of a varied workload typically seen in Operational Delivery will complement this role as well as confidence in numerical data handling and analysis.
