Role Purpose

Provide specialist building surveying leadership across sites complex, listed and live public, scientific and collections environments. You will plan and deliver fabric inspections, condition surveys and lifecycle advice; scope and manage fabric works; safeguard heritage significance; and ensure all activities protect collections, visitors, staff and research while complying with statutory, conservation and client requirements. You will be a key interface between CBRE and the main stake holders on site.

Key Responsibilities
  • Lead cyclical inspections of internal/external fabric including roofs, rainwater goods, facades/terracotta, windows/doors (incl. specialist and heritage), stairwells, floors, finishes, signage and wayfinding. Produce condition reports, risk assessments and prioritised recommendations.
  • Develop specifications/schedules of work and tender documentation for fabric repairs, minor refurbishments and conservation works. Administer contracts (NEC/JCT), manage suppliers and quality, and ensure compliant handover/O&M documentation.
  • Plan works around a complex live environment: no intrusive/noisy/vibration works during public opening hours (10:00–18:00) unless authorised; apply dust, vibration and contamination controls near galleries or collections; maintain visitor experience and safety at all times.
  • Protect collections and research: engage early with Conservation, Collections and Science Operations; provide minimum 10 working days’ notice for planned works in or near collections; include collection-environment impact, dust/vibration mitigation and access routes within RAMS.
  • Navigate sites security zoning and access protocols; arrange escorts and permits for Restricted (Zone 3) and Highly Restricted (Zone 4) areas; coordinate access through the Visitor Management System (VMS) and comply with site inductions.
  • Contribute to Forward Maintenance Register (FMR) and lifecycle planning; use data from condition surveys, failure history, criticality and heritage significance to build 1–5 year fabric plans and budgets.
  • Support Business-Focused Maintenance (BFM): align fabric inspection regimes and risk-based interventions to criticality and business impact; optimise PPM effort while protecting statutory and heritage requirements.
  • Own fabric asset information and data quality: update the Asset Register and provide Monthly Asset Data inputs aligned to clients Asset Information Requirement (AIR) and Exchange Information Requirement (EIR); ensure CAFM/EAMS records (e.g., Archibus) are accurate and complete.
  • Prepare and deliver clear reports, dashboards and presentations for monthly/quarterly governance (compliance, KPI/SLA, risks, audits, spend, social value and sustainability).
  • Undertake and manage statutory/specialist surveys relevant to fabric (e.g., asbestos awareness/coordination, safe access/MEWPs, fire-stopping, drainage, lightning protection, roofs). Ensure close-out of remedials and maintain auditable records.
  • Prepare RAMS and operate robust Permit to Work for high-risk activities (e.g., hot works, confined spaces, working at height). Ensure Authorised Persons are engaged where required (e.g., pressure systems, HV/LV interfaces with fabric works).
  • Support event operations (e.g., late openings, sleepovers) by risk assessing spaces, planning temporary works/protection, and providing rapid response to maintain visitor experience.
  • Champion environmental management and sustainability in projects (materials selection, reuse, waste minimisation, low-VOC products), and contribute to energy/water saving through fabric performance improvements.
  • Coordinate with Energy Service Agreements (where plant interfaces exist) and with other clients service partners; ensure clear demarcations and collaborative planning.
  • Lead incident/defect diagnosis for fabric failures (e.g., leaks), implement make-safe measures, investigate root cause and deliver permanent remediation; provide debrief reports for incidents and near misses.

  • Accurate, timely asset/fabric data aligned to AIR/EIR and audit-ready record keeping
  • Demonstrable contribution to improved environmental conditions, leak reduction, lifecycle outcomes and value for money
  • Positive stakeholder feedback and strong governance reporting (KPI/SLA performance)
Skills, Experience & Qualifications
  • MRICS (Building Surveying) or equivalent. Desirable: IHBC accreditation or RICS Conservation accreditation (BCS) and experience with Grade I/II* listed buildings.
  • Proven experience working in live public/cultural, heritage or science/laboratory estates; museum/gallery experience advantageous.
  • Strong technical competency across inspections/defect diagnosis, specifications/schedules, contract administration (NEC/JCT), CDM 2015 and Building Regulations 2023.
  • Excellent risk management and H&S competence: asbestos awareness/coordination, fire-stopping, working at height, hot works, lone working; authoring RAMS and operating PTW.
  • Data and systems literate: confident with CAFM/EAMS (e.g., Archibus), MS 365 and reporting tools; understanding of AIR/EIR, SFG20 and Business-Focused Maintenance principles.
  • Clear, concise written and verbal communication; able to influence and collaborate with curators, scientists, contractors and operational teams.
  • Able to prioritise and plan around events, security zoning and restricted access; comfortable with out-of-hours and weekend work as needed.
  • Baseline Personnel Security Standard/DBS eligible; full UK driving licence.
