Led by Executive Director Tunde Olayinka, the Communities and Skills team comprises units such as Civil Society & Sport, Communities & Social Policy, Group Public Health, Skills and Employment, and Health, Children, and Young Londoners.

We develop, deliver, and manage adult education programmes to support Londoners in improving skills, securing employment, or progressing in their careers.

You will manage contracts with providers of Adult Skills, ensuring efficient use of public funds, alignment with mayoral priorities, and support for Londoners' success in the economy.

1. Oversee development, delivery, management, and closure of skills and employment projects using GLA’s methodology and funding requirements.
2. Establish and maintain relationships with providers, ensuring onboarding and performance optimization.
3. Manage project performance, including monitoring, verification, analysis, and reporting on financial, output, and outcome metrics.
4. Develop and maintain project documentation, systems, and processes to support effective delivery.
5. Hold budget accountability, including forecasting, compliance, and financial management.
6. Address operational, contractual, and performance issues, escalating as necessary.
7. Build relationships with stakeholders, including boroughs, FE institutions, and partner organizations.
8. Communicate project successes and represent the GLA externally.
9. Prepare responses to inquiries from officials and stakeholders.
10. Contribute to policy development for adult skills funding.
11. Manage resources ethically, promoting diversity and inclusion.
12. Participate in cross-departmental groups and promote integrated working.

Contacts: Senior managers, boroughs, FE institutions, government bodies, and partners

Technical experience in managing large projects, knowledge of project control techniques, IT skills, stakeholder management, and understanding of skills funding streams.

Includes problem solving, planning and organizing, communication, relationship management, and research skills, with detailed indicators provided.
