Job Summary

This critical role sits within Joint Force Protection which is responsible for management of a wide range of specialist military Counter Chemical, Biological, Radiological & Nuclear (CBRN) capabilities. The incumbent will work to a military Lt Col heading up a diverse portfolio of physical protection, medical countermeasures, knowledge management and specialist niche capabilities and will work with a military Major desk officer providing assistance as and when required. The role will be responsible for supporting prioritisation, direction and coherence of CBRN capabilities and will require pan-Defence liaison, including with Head Office and the Front-Line Commands and industry engagement.

This role is part of Capability Special Projects (Cap SP) which provides the capability planning required for Defence CBRN. This is achieved by conducting near and long-term capability planning and securing funds through the Department’s Annual Budgetary Cycle (ABC). The Branch supports a host of specialist users across Defence and has close links with Partners Across Government (PAG).

This position is advertised at 37 hours per week.

Job Description

This role sits in Capability Special Projects (Cap SP) which provides the capability planning required for Defence. Cap SP is responsible for developing a balanced and affordable Capability Programme, creating Operational Advantage, protecting the Joint Force through the provision of Counter Chemical, Biological, Radiological and Nuclear (CBRN) capabilities.

This role itself sits within the Joint Force Protection (JFP) Capability Planning Group (CPG) within Cap SP.

  • Govern through supporting the production of the Capability Management Strategy (CMS) and Capability Management Plans (CMP)
  • Managing the evolution of User Requirement Documents through-life on behalf of the Sponsor.
  • Offer advice to Cap SP and Delivery Team (DT) during the production of business cases for all projects and act as the Sponsor’s representative for acceptance in the Delivery Team
  • Member of team Management Board and Project Management Office.
  • Represent the interests of the Sponsor and customer during time, cost and performance trade-offs to ensure that operational capability is delivered in a timely and cost-effective manner.
  • Support the development of pan-project Concept of Employment (CONEMP) and Concept of Use (CONUSE) associated with the capability level requirements.
  • Assist in developing tender assessment plans and owns the Integrated Test, Evaluation and Acceptance Plan (ITEAP).
  • Capture and manage requirements relating to Risks, Assumptions, Issues, Dependencies and Opportunities (RAIDO).

Person specification

Significant amounts of the work involves collaboration at Secret or Above in MOD Abbey Wood, as well as MOD Main Building (London), the Defence Science and Technology Laboratories (DSTL) (Porton Down) as well as other UK location; therefore this role is not suitable for home working. There will be a requirement for visits to external organisations for meetings, with opportunities for overseas travel, where business needs allow, the role may be suitable for a combination of office and home-based working subject to business needs. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office.

Due to the nature of the work or the need for a specific level of coverage this role is only suitable for full time applicants.
