The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team runs project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are compliant and efficient. They lead commercial and contractual negotiations and work closely with engineering, operations, legal teams, and stakeholders. They identify contractual risks and recommend mitigations or solutions, including dispute resolution and claims management.

• Manage procurement activities and contract management for Offshore Windfarm/Projects.
• Develop sourcing plans for O&M to meet internal requirements.
• Register and vet suppliers.
• Ensure contract management meets HSSE and quality standards.
• Deliver value through procurement for windfarm O&M in France and seek synergies within the OW portfolio.
• Manage procurement processes from tendering to contract award.
• Identify repeat spend and establish Framework Agreements and SLAs.
• Monitor supplier performance and compliance.
• Ensure adherence to procurement policies and governance.
• Represent Procurement & Contract Management in management meetings.
• Escalate risks or concerns as appropriate.

• Define sourcing strategies and policies.
• Secure suppliers based on project needs and develop local supply chains.
• Manage purchase orders, variations, invoices, and documentation.
• Lead commercial discussions with stakeholders.
• Identify new suppliers to increase competitiveness.

• Follow contracting processes ensuring compliance.
• Identify and mitigate contractual risks.
• Prepare and defend claims, manage contractual issues.
• Keep contractual records up to date.
• Report to Project Director/Shareholders and HoP for O&M.
• Evaluate supplier performance and contribute to global portfolio assessments.

• 5+ years in procurement or contract management in large projects.
• Experience in high-value, high-risk contracts.
• Knowledge of procurement processes and international stakeholder management.
• Intercultural team experience.

• Fluent in French and English.
• Location: Paris, with up to 20% travel.
• Proficient in MS Office and database management.
