Job Description:

1. Review and understand code and architecture of the existing code, and make updates as required to ensure the code is modular and can support scalability requirements.
2. Code enhancements to existing features and new features as per approved requirements and design direction.
3. Provide realistic work estimates to support project planning; capture business requirements and update business rules based on the requirements.
4. Use structured methodologies, design best practices, implement code that is of quality, and clearly documented.
5. The application should function as required, without any defects.
6. The application must operate with the Operating System (OS) and other peripherals as identified.
7. Create custom reports as required, applying Microsoft Technologies.
8. Conduct testing, integration, and deployment of the developed changes across the environment.
9. Review, analyze and recommend solutions to any defects discovered in production.
10. Fully document all developed code, and transition in a steady state to a full-time resource.

Must Haves:

1. 10+ years of software development experience in all aspects of the SDLC and Application Lifecycle Management.
2. 8+ years of experience with developing code in C# (.NET, ASP.NET, MVC, IIS, WCF).
3. 8+ years of experience with developing code in SQL using SQL Server Management Studio.

Experience and Skill Set Requirements:

1. Public Safety Experience.
2. Experience working in a public safety environment, such as ambulance, fire or police.
3. Experience with Computer Aided Dispatch (CAD application).
4. Experience with telephony and radio technologies such as IP based telephony, Avaya, P25.
5. Experience with implementing and integrating Medical Triage Algorithm such as MPDS.

Development Experience – 30%:

1. 10+ years of software development experience in all aspects of the SDLC and Application Lifecycle Management.
2. 8+ years of experience with developing code in C# (.NET, ASP.NET, MVC, IIS, WCF).
3. 8+ years of experience with developing code in SQL using SQL Server Management Studio.
4. Demonstrated experience with the development of APIs.
5. Experience with multi-threaded applications.
6. Experience with concurrency patterns in C#.
7. Demonstrated experience with using XHTML, HTML5, JavaScript, jQuery, Ajax, AngularJS, Bootstrap, XSLT and XML for development.
8. Demonstrated experience with building web applications, web services (SOAP and REST), and Windows client applications.

Technical Skills:

1. Demonstrated experience and competency with Common Language Runtime (CLR), its limitations, weaknesses, and workarounds.
2. 8+ years of experience with debugging, refactoring and optimization.
3. Demonstrated experience with and knowledge of object-oriented programming and various design and architectural patterns.
4. Experience with designing new modules/functionalities, which meet business/client needs.
5. Experience in applying fundamental design principles and best practices for scalable application.
6. Experience with and knowledge of UI Design Principle.

Communication Skills – 15%:

1. Strong consulting skills to engage with all stakeholders.
2. A demonstrated team player with a proven track record for meeting deadlines.
3. Experience with building enterprise level applications that protect high-sensitive information.
4. Demonstrated knowledge and experience with public sector governance methodologies (e.g., UPM, architecture gating).
