Reports to: Manager of Recreation and Facilities

Position Objective

To plan, lead and direct the efficient and safe operation, preservation and maintenance of municipal facilities and building systems, including office spaces, arenas and community centres, tennis club, pools and splash pads, fire halls, libraries and museums, through the effective and efficient deployment of physical and human resources and contractors.

Duties & Responsibilities
  • Plan, lead and coordinate the regular operation, repair and maintenance of Town facilities and systems through the scheduling and direct supervision of full-time staff; record, submit and approve payroll (separated contractors from employees)
  • Plan, lead and coordinate the repair and maintenance of Town facilities and systems through the scheduling and direct supervision of contractors; record, submit and approve purchase orders/payment vouchers. Create and maintain contractor list ensure current insurance is on file.
  • Coordinate inspection of properties, equipment, installations and signage to ensure minimum maintenance standards to protect the health and safety of users and deter/detect/repair vandalism. (moved up higher in the list)
  • Develop, oversee, monitor and continuously improve the arena refrigeration plants operation, maintenance and user training programs at the designated authority.
  • Participate in the on-call rotation with other facility staff to provide 24-hour availability of staff for emergencies.
  • Develop, oversee, monitor and continuously improve a facilities preventative maintenance program.
  • Develop and manage processes to respond to urgent service requests.
  • Develop and manage processes to control access to municipal facilities.
  • Ensure customer satisfaction by regularly interacting with users and to attend on site if and as required.
  • Provide technical advice and strategic support upon request from internal and external customers as required; troubleshoot; provide alternatives and cost estimates.
  • Recruit, evaluate, train and coach staff; assist with employee professional development, all in accordance with the Collective Agreement and human resources policies.
  • Ensure staff and contractors are trained and work in a manner consistent with the Occupational Health & Safety Act and The Corporation’s Health and Safety Policy by following the required procedures and wearing/using required equipment, protective devices and clothing.
  • Ensure tools and equipment are maintained in a safe working condition and organized to avoid misplacement, loss and downtime. Ensure that maintenance/repair issues with equipment are accurately documented and reported to the Supervisor, Fleet Services or referred to appropriate service provider.
  • Draft contracts and specifications and prepare bid packages and request for proposals; assist in the selection and evaluation of contractors and monitor service levels
  • Monitor section budget; acquire necessary supplies and services, subject to budgetary guidelines and purchasing policies; receive and process revenues in accordance with approved policies
  • Regularly communicate with the Manager on work activities; in the formulation and implementation of short and long-term policy, strategic/operational objectives, special projects; in the tracking/reporting/analysis of performance measures; provide capital and operating budget information and data; contribute to the preparation and presentation of administrative reports, policy recommendations, by‑laws and resolutions for Council’s consideration
  • Prepare and submit various electronic and hard‑copy reports and forms in an accurate and timely manner
  • Remain current of statutory and regulatory enactments and amendments and recommend action as deemed appropriate
  • Perform all operational responsibilities of the Manager in his/her absence as required; relieve other Division Supervisors as required
Education & Experience
  • Post‑secondary education/certification in Building Management or a relevant construction trade.
  • Possess or working towards Certified Ice Technician Certificate
  • Possess or working towards Advanced Refrigeration Certificate
  • Three (3) to four (4) years related experience
  • Completion of basic supervisory training
  • Completion of Working at Heights Awareness training
  • Valid drivers’ license with driving record acceptable to The Corporation
  • First Aid and CPR Certification
Knowledge
  • Applied, technical knowledge of property management, maintenance standards and practices including operation and maintenance of HVAC equipment; fire and security systems; building and landscaping equipment; building construction methods; creation and maintenance of artificial ice surfaces and arena operations
  • Applied knowledge of contemporary supervisory practices and procedures
  • Applied knowledge of use and care of hand tools, power tools and related equipment
  • Applied knowledge of computer applications such as budgeting, scheduling, work order management systems and email
  • Specific, technical knowledge of various applicable statutes and regulations, in particular the Municipal Act, 2001, as amended, Building Code Act, 1992, Ontario Fire Code, Accessibility for Ontarians with Disabilities Act, Occupational Health and Safety Act, Employment Standards Act, 2000, the collective agreement, WSIB and human resource policies.
  • General knowledge of local government structure, protocol and procedures

Supervision: This position supervises the Facilities Maintenance Technician (Crew Leader), Facilities Maintenance Assistant, facilities and recreation employees, casuals, students and contractors.

Work Demands
  • Employee proceeds on own; work generally covered by well‑defined procedures and standards

  • Work schedule may include Saturday, Sunday and holidays; and evenings, as required
  • Regular movement; some lifting; regular work with light tools and equipment

Requirements

The ideal candidate will have completed a post‑secondary education or certification in Building Management or a relevant construction trade. They will possess, or be actively working toward, a Certified Ice Technician Certificate and an Advanced Refrigeration Certificate and will have completed basic supervisory training and Working at Heights Awareness training. The successful candidate will also bring three (3) to four (4) years of related experience, hold a valid driver’s license with a driving record acceptable to the Corporation, and maintain current First Aid and CPR certification.

Salary & Benefits

Compensation includes an annual salary of $92,131 - $110,558 (2025 salary range) and includes a comprehensive health, benefit and pension package.
