Job Description

The Capital Projects Design and Delivery (CPDD) branch of Parks & Recreation Division (P&R) at the City of Toronto manages and supports the Division’s infrastructure and assets to meet the needs of diverse communities. CPDD is responsible for creating and improving high-quality facilities and amenities to ensure design excellence and sustainable operations. It collaborates with partners to plan, design, and develop parks and recreation facilities from initial concept to construction completion.

Reporting to the Program Manager of Asset Management, Environment & Energy and working closely with the Senior Project Manager of Asset Management. The Project Manager Capital Projects & Initiatives of Asset Management will undertake tactical asset management planning for all Parks & Recreation (P&R) assets. The successful candidate will be responsible for developing and managing state of good repair (SOGR) programs for capital construction projects. This role requires a strong understanding of building systems in order to develop targeted SOGR plans that ensure the continued operation of P&R assets.

Major Responsibilities

Tactical Asset Management Planning:

  • Develop and implement targeted SOGR Programs to address at risk assets and components ensuring the best use of resources to maintain continued operations and services.
  • Align tactical plans with broader departmental strategies to ensure effective and sustainable infrastructure stewardship.
  • Pursue strategies that will achieve an overall condition rating of “Good” or better for all assets within the P&R portfolio.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Participate as a member of the management team in the development and implementation of policies and procedures as appropriate to the strategic projects delivered by the Division for Senior Management approval.

Capital Project Development:

  • Lead and support the planning and development of multi-year capital project renewal programs, with a strong emphasis on targeting critical systems and components at risk of failure.
  • Ensure capital programs reflect the most critical asset needs and meet lifecycle renewal targets.

Condition Data Analysis and Project Prioritization:

  • Analyze building condition assessment data to understand asset risks, probability of failures, deferred maintenance, and critical renewal needs.
  • Apply risk-based prioritization methods to create data-driven project plans and renewal strategies.

Operations and Lifecycle Integration:

  • Collaborate with operations and maintenance teams to integrate operational realities and user needs into project planning and lifecycle renewal decisions.
  • Monitor asset performance over time, ensuring alignment with service levels and long-term sustainability objectives.

Project Delivery Program Management:

  • Design and oversee scalable project delivery frameworks to efficiently manage the high volume of SOGR projects.
  • Support cross-functional coordination and resource planning to meet timelines and budget objectives.
  • Develop Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP, REOI, and RFI.
  • Acts as liaison between Corporate Purchasing and program staff, undertaking briefings and site inspections during the proposal stage, evaluation of proposals, and recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.

Renewal Strategy and Budget Optimization:

  • Recommend asset renewal and replacement strategies that optimize lifecycle performance and capital investment.
  • Assist in the development of budget forecasts and funding strategies to support renewal planning.

Stakeholder Engagement:

  • Work closely with internal and external stakeholders—including engineers, architects, contractors, and consultants—to ensure project plans are feasible, cost-effective, and aligned with strategic goals.
  • Serve as a key liaison to coordinate across departments and resolve issues impacting project delivery.
  • Foster internal teamwork and promotes inter-divisional coordination of efforts and efficiencies.
  • Lead stakeholder engagement with staff of other City divisions, agencies, boards, commissions, community groups, and other levels of governments on projects and policies.
  • Determine and prepare staff resource requirements, financial resources and operational/logistical scope for projects
  • Represent the Division at Community Councils, Standing Committees and meetings with community groups, the public, elected officials and senior staff.
  • Prepare reports and recommends to Special Committees, Standing Committees and City Council on matters related to areas of responsibility.
  • Build targeted project communication plans and creates outputs to help promote various initiatives.

Performance Measurement and Reporting:

  • Establish and track asset management performance metrics to evaluate effectiveness, support continuous improvement, and inform decision-making. Prepare and present reports, dashboards, and other documentation to communicate asset planning status and progress to senior management.

Regulatory Compliance and Risk Management:

  • Ensure all asset management and capital planning activities comply with relevant codes, standards, and regulatory requirements.
  • Identify and mitigate risks associated with deferred maintenance, safety, and compliance issues.
  • Provide ongoing jurisdictional research and continuously builds international connections to establish best practices and develop new policies, engagement goals, and systems of accountability and engagement.
  • Performs record keeping tasks by ensuring the timely and efficient preparation, processing and maintenance of all reports, drawings, tender documentation, designs and records associated with assigned projects.
  • Ensure work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies. Key Qualifications

  1. Bachelor's degree in Engineering, Architecture, Building Science, Facilities Management, Business Administration, or a related field or an equivalent combination of education and relevant work experience. Institute of Asset Management (IAM), PEMAC Certification or equivalent designations is an asset.
  2. Extensive experience in asset management, facilities planning, or portfolio-level project management.
  3. Experience developing capital programs and managing large volumes of infrastructure renewal projects.
  4. Experience developing and implementing long-term asset strategies and tactical project delivery plans.
  5. Strong knowledge of building condition assessments, lifecycle analysis, and capital renewal planning.
  6. Strong knowledge of building systems, infrastructure components, and maintenance planning processes.
  7. Understanding of regulatory and industry standards related to facility and asset management.
  8. Proven ability to evaluate competing needs, prioritize investments, and allocate resources effectively.
  9. Strong written and verbal communication skills to prepare reports, present to leadership, and engage stakeholders.
  10. Skilled at building collaborative relationships across departments and external teams to support successful project outcomes.
  11. Project Management Professional (PMP), Facility Management Professional (FMP), or equivalent certifications are considered assets.
  12. Experience working within a municipal or public-sector environment is preferred.
  13. Ability to travel to various City of Toronto sites and locations.
