HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.

OPPORTUNITY

Reporting to the Director, PMO, the Program Portfolio Manager (the Portfolio Manager) is responsible for overseeing the execution, governance, and strategic alignment of multiple initiatives across their portfolio.

The role focuses on value delivery, risk oversight, resource planning, and maintaining visibility and consistency across projects. The Portfolio Manager manages interdependencies and prioritization across initiatives within their assigned portfolio, acting as the central coordination point between business units, delivery teams, and portfolio leadership. The Portfolio Manager will also play a key role in standardizing portfolio reporting and ensuring alignment between department-level planning and enterprise governance processes.

Responsibilities include
  • Overseeing the planning, execution, and evaluation of multiple initiatives within a portfolio, ensuring alignment with organizational goals and strategic priorities.
  • Managing interdependencies between projects, optimizing resource allocation and minimizing conflicts.
  • Developing and maintaining portfolio charters, roadmaps, and performance metrics for visibility and accountability.
  • Ensuring that all initiatives are aligned with the organization’s strategic objectives and deliver measurable value.
  • Supporting department-level planning, aligning initiatives with enterprise governance processes.
  • Providing insights to executive leadership on portfolio performance, risks, and opportunities.
  • Building and maintaining strong working relationships with business units, IMIT, vendors, contractors, and other partners.
  • Facilitating clear and consistent communication among all partners, ensuring transparency and alignment, to finalize implementation of initiatives within the assigned portfolio.
  • Presenting portfolio updates to senior leadership, providing insights and recommendations to inform decisions.
  • Identifying, assessing, and managing portfolio-level risks, including technical, financial, and operational risks.
  • Developing risk mitigation strategies and lead issue resolution to maintain portfolio continuity.
  • Implementing standardized portfolio reporting, ensuring consistent metrics, templates, and processes across initiatives.
  • Developing dashboards and reports to provide visibility into portfolio performance and resource utilization.
  • Supervising and mentoring assigned staff, including managing workload distribution, setting priorities and monitoring work to ensure deadlines and objectives are met within the portfolio.
Required Experience & Knowledge

Bachelor’s degree in computer science, business administration, or a related field, Project Management Certification (PMP, PgMP, PfMP, PRINCE2, or equivalent), and seven (7) to nine (9) years of recent, related experience managing complex portfolios or multi-component programs, including five (5) years of experience in a leadership role, or an equivalent combination of education and experience.

  • Strong leadership, communication, and negotiation skills, with experience working with executives and senior leadership.
  • Experience in business planning, financial management, and strategic alignment.
  • Proficiency with portfolio management tools and software (e.g., MS Office, Project, Visio, SharePoint).
  • Experience in building and maintaining governance frameworks for portfolios or programs.

This position is well-suited to an individual interested in pursuing a career in an interesting segment of the public sector, and who values the opportunity to make a positive public contribution through their work.

Salary Range: $106,026 to $139,160

Typical Hiring Range: $106,026 to $132,533

In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience, as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
