A provincial health organization is looking for a Program Portfolio Manager based in Vancouver to oversee portfolio management across multiple initiatives, ensuring strategic alignment and value delivery. The successful candidate will possess strong leadership and negotiation skills, with at least 7 years of experience in managing complex portfolios and relevant certifications. HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office.

Reporting to the Director, PMO, the Program Portfolio Manager (the Portfolio Manager) is responsible for overseeing the execution, governance, and strategic alignment of multiple initiatives across their portfolio.
The role focuses on value delivery, risk oversight, resource planning, and maintaining visibility and consistency across projects. The Portfolio Manager manages interdependencies and prioritization across initiatives within their assigned portfolio, acting as the central coordination point between business units, delivery teams, and portfolio leadership. The Portfolio Manager will also play a key role in standardizing portfolio reporting and ensuring alignment between department-level planning and enterprise governance processes.
Bachelor’s degree in computer science, business administration, or a related field, Project Management Certification (PMP, PgMP, PfMP, PRINCE2, or equivalent), and seven (7) to nine (9) years of recent, related experience managing complex portfolios or multi-component programs, including five (5) years of experience in a leadership role, or an equivalent combination of education and experience.

Salary Range: $106,026 to $139,160
Typical Hiring Range: $106,026 to $132,533
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience, as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
