Job description

Purpose of Role: The Engineering Manager is responsible for leading a team of multidisciplined Engineers to ensure that the rolling stock, track & signals, and infrastructure meets or exceeds performance standards. This is accomplished by ensuring that effective inspection, maintenance and engineering processes are adhered to at all times. The Engineering Manager will be responsible for creating and leading the reliability and sustainability plan for Keolis Gran River’s Rolling Stock and Infrastructure maintenance. In addition, will utilize their team to assist technicians in troubleshooting problems that may arise and serve as the principal contact between Keolis and the manufacturers of the Vehicles, components, and equipment.

Knowledge and Skills:

  • University degree in Electromechanical Engineering (preferred) or Electrical Engineering, and able to become a Chartered Engineer in Canada.
  • Possess in-depth knowledge of rolling stock vehicles and Light Rail infrastructure systems, sub-systems, and components, including mechanical, Civil, electrical, electronic, pneumatic, hydraulic, track, signalling, OCS and Operation Technology applications.
  • Understand the physical and system interfaces between Traction and Rolling Stock assets/systems and other aspects of the Railway.
  • Ability to lead, mentor, and motivate a team of Engineers, fostering their professional growth and development.
  • Good knowledge and understanding of process improvement methods/techniques (Lean, 5S, Six Sigma, etc.)
  • Strong consultative, collaboration and facilitation skills to build strong working relationships
  • Organizational and management skills to lead, motivate, initiate and facilitate change
  • Effective written, verbal and interpersonal communication skills
  • Strong analytical and problem-solving skills and ability to make decisions / recommendations where precedent may not be available
  • Able to work independently and collaboratively in a multidisciplinary team environment
  • Knowledge of applicable health and safety legislation, including workers’ rights and duties

Experience:

  • Minimum 5 years of relevant practical experience working on Rolling Stock, railway infrastructure preferably in a light rail transit environment.
  • Minimum 3 years experience working with car builder(s) or owners on warranty fulfillment and field modifications.
  • Minimum of 2 years leading Technicians or Engineers, preferably in a transit environment.
  • Experience investigating and determining root cause in unusual occurrences, especially derailments.
  • Demonstrable shop floor experience with craft employees on repair and troubleshooting.
  • Related software and information systems (database management tools, maintenance management information systems, project management)

Key Accountabilities

1. Leading subject matter expertise in rolling stock and infrastructure maintenance and troubleshooting, your responsibilities include:

  • Providing technical advice and guidance to the Maintenance Production Manager and staff, offering insights on technical matters and best practices. Stay up-to-date with industry trends, technical changes from manufacturers, and align with corporate direction and contractual requirements.

  • Reviewing field modifications, technical bulletins, and notices from manufacturers and subcontractors to ensure accurate interpretation and effective knowledge transfer to Keolis. Facilitate communication between manufacturers, subcontractors, and the Region of Waterloo as the asset owner.
  • Effectively representing Keolis' interests in commercial and technical matters involving third parties.
  • Overseeing, guiding, and directing inspections, tests, maintenance, modifications, repairs, and troubleshooting related to rolling stock. Expertly analyze malfunctions, safety concerns, and performance issues, providing effective solutions for both reactive and preventive maintenance scenarios.
  • Coordinating the production of technical bulletins, procedures, and other subject matter communications for supervisors and staff.
  • Reviewing training programs for technicians and relevant staff, actively participating in ongoing training efforts to ensure they possess the necessary technical skills and approaches.
  • Preparing written reports, plans, documentation, and updates as required by contracts or internal needs. Ensure timely and accurate completion of maintenance records in the maintenance management system.
  • Collaborating with the Procurement team to determine material and service requirements based on anticipated needs, project terms, and milestones.
  • Assisting in costing estimates, providing forecasts, and offering relevant input for operating and capital budgeting processes.

2. Lead the development, implementation, and maintenance of standards and quality management for rolling stock maintenance. Responsibilities include:

  • Researching, developing, implementing, supporting, and maintaining standards for all rolling stock and infrastructure maintenance activities, following the Maintenance Lifecycle-based philosophy.

  • Analyzing rolling stock availability, reliability, maintainability, and safety, incorporating the RAMS philosophy.

  • Writing, recommending, implementing, and auditing maintenance and quality procedures and work instructions to ensure adherence to best practices, quality assurance, and compliance in rolling stock maintenance activities.

  • Making recommendations for operational and equipment changes based on safety and optimal performance.

  • Conducting and leading safety and reliability investigations as required.

  • Establishing and nurturing collaborative relationships across Keolis and with relevant stakeholders, including subcontractors, to promote quality programs and cultivate a culture of quality.

  • Collaborating with the Quality Manager and staff to design and implement effective audit plans and requirements, ensuring understanding and adherence by Maintenance management and staff. Assisting in communicating audit results and implementing corrective actions when necessary.
  • Regularly reviewing work orders to ensure consistency with standard procedures and OEM requirements.
  • Evaluating and analyzing rolling stock and infrastructure performance issues and process failures, identifying opportunities for process improvements.
