OVERVIEW

Michael Garron Hospital is a large acute care, community hospital serving the Toronto East neighborhoods of East York, Thorncliffe Park and Leaside. The Hospital is undergoing a large scale redevelopment project, including a new 550,000 sq. ft. patient care tower and renovations to the existing facility. This position reports to the Vice President, Planning and Redevelopment. The Director, Redevelopment Construction will be responsible for the following:

GOVERNANCE RESPONSIBILITIES
  • Assist the Vice President, Facilities, Planning, Redevelopment and Support Services in developing reports and presentations for the Redevelopment Committee and the Integrated Capital Projects Committee for internal project oversight by the MGH executive team.
  • Prepare presentations, briefing notes, analytics, etc. for topical issues as they arise to facilitate senior decision-making.
  • Maintain strong working relationships with key stakeholders at the Ministry of Health and Infrastructure Ontario.
FINANCE RESPONSIBILITIES
  • Together with the Vice President, Facilities, Planning, Redevelopment and Support Services, oversee the completion and financial management of the $500M project budget with close collaboration with the Finance team.
PROJECT RESPONSIBILITIES
  • Direct the administration of construction projects, and coordinate with committees, architects, engineers and other consultants for architectural and engineering preparations required for new construction, operations, and major renovations to the MGH.
  • As required, assist the Chief, Redevelopment Planning and the Vice President, Planning and Redevelopment with design development from functional program to analyze needs, streamline operations, and envision new program concepts, to design development and completion, including interim transition plans.
  • Maintain a comprehensive understanding of the Design Build Finance Project Agreement and Project Specific Output Specifications.
  • Lead the FFE (furniture and equipment) team through procurement prior to project completion.
  • As required, assist Operational Readiness in developing a comprehensive decanting plan prior to Tower Interim Completion and transitions, to ensure major project milestones are achieved.
  • Ensure effective project-related communications are provided to internal and external stakeholders.
  • Overall management of small ($1M to $5M) capital Facility Renewal projects including planning, budgeting, internal/external approvals, procurement, construction and commissioning.
  • Ensure that all projects are established with a clear scope, schedule and budget prior to commencing project implementation and planned in partnership with operational stakeholders.
  • Collaborate with Facilities Management as required to assist with project planning and execution.
  • As required, assist the Chief in providing strategic oversight related to developing an updated Master Plan for the organization and related Ministry of Health Capital Planning.
  • Provide support to Operational Readiness regarding transition to operations aspects of the Redevelopment Project.
EDUCATION
  • Minimum Bachelor’s degree required in Engineering, Architecture or related field.
  • Equivalent combinations of education and experience may be considered.
  • Project Management Professional (PMP) designation preferred.

  3. Support the Vice President in ensuring the effective use of resources and in developing and submitting annual budgets for labour, supplies, revenues, renovations and capital requests.
  4. Develop strategies to ensure stakeholder involvement in all areas of project implementation to ensure capital projects meet stakeholder needs.
  5. Support MGH Leaders/Managers in implementing and measuring best practices within their area of responsibility.
  6. Remove structural barriers and ensure the best use of available resources in a flexible and accommodating manner.
  7. Foster an environment of collaboration that supports personal growth and promotes a sense of community, autonomy and informed decision-making at the point of service.
  8. Ensure internal and external communication systems are effective within functional areas and with the Hospital community.
  9. Work with the Vice President to develop and administer an operating budget for capital development within organizational parameters.
  10. Establish policies and performance measures for capital development implementation to meet short- and long-term objectives.
  11. Promote learning opportunities to develop staff competence, confidence and cultural sensitivity.
  12. Promote an environment of innovation by embracing diversity, creativity, change and dialogue.
BUILD CAPACITY

Build capacity through a staff complement with the skills and attributes required for program excellence, including leadership and mentoring.

Coach, mentor and support team members to integrate evidence-based best practices in the delivery of quality service, and foster an environment that values contributions from all staff.

Develop services that build community in collaboration with all stakeholders and partners who enhance the Hospital’s Strategic Plan and promote seamless service delivery.

QUALIFICATIONS
  • Minimum of ten (5-10) years of recent relevant project management and construction experience in leading and implementing large-scale capital redevelopment projects, from design to implementation, within a hospital environment.
  • Minimum of five (5) years of experience with projects delivered under Ontario’s AFP program through Infrastructure Ontario.
  • Demonstrated experience managing Design-Build construction contracts and interpreting Output Specifications.
  • Demonstrated management experience in design, project management, renovation, and construction; healthcare experience preferred.
  • Knowledge of Ministry of Health master planning, capital budgeting, facility designs and construction processes; familiarity with health care delivery systems.
  • Results oriented and client focused; able to drive culture, fiscal control and develop self and others through coaching and mentoring.
  • Excellent verbal and written communication skills, with the ability to write reports on major construction projects and detailed design specifications for multi-user groups.
  • Proven track record as a collaborative manager with willingness to invest extra time to meet deadlines.
  • Ability to simplify complex issues for diverse stakeholders.
  • Experience engaging senior clinical stakeholders and the ability to persuade and influence in a healthcare setting.
  • Demonstrated leadership to influence outcomes and balance competing interests among diverse stakeholders.
  • Self-directed, proactive and highly motivated with the ability to influence and achieve outcomes.
  • Exceptional conflict management and negotiation skills, with emotional intelligence and sensitivity in emotionally charged situations.
