Introduction
To ensure that listed debt and specialist security companies and all other regulated and semi‑regulated parties comply with the JSE Listings Requirements and JSE Debt Listings Requirements to enable the JSE to mitigate financial and reputational risk to the JSE as the regulator and the stock exchange.
Process Management
- Review, analyse and interpret the information submitted and perform needed assessments to identify if the instrument(s) to be listed are: vanilla debt, convertible bonds, credit‑linked notes, index‑linked notes, structured notes/products, exchange traded notes, exchange traded funds, actively managed certificates, actively managed exchange traded funds, warrants, securitisations, asset‑backed securities, preference shares, project bonds, sustainability securities and potential debt or specialist securities that may come to market (e.g. crypto assets, carbon credits, etc.).
- Once the instrument type(s) have been identified, assess which specific requirements—or if multiple sets of requirements—would be applicable when reviewing documentation.
- Liaise internally to confirm the type(s) of security being listed and the applicable set(s) of requirements.
- Subject instrument types to in‑depth analysis to determine if future assets/securities/indices would be utilised in the relevant instrument type(s) and identify the relevant requirements that would be applicable to those underlying assets/securities/indices, assisting corporate actions with the classifications of issuers and segments.
- Maintain consistency in the review process when ensuring compliance with the requirements to mitigate risks.
Respond to Queries Timeously
Attend daily catch‑up meetings to present rulings, issues of non‑compliance, clarity on in‑principle approval requests and complex matters with the aim of providing guidance and feedback to sponsors, debt sponsors and designated persons.
- Consult with management in the decision‑making process where necessary.
- Ensure that the submission process stays within time limits and standards.
- Assist listed companies or sponsors with issues pertaining to compliance with listing requirements by outlining requirements or providing suitable alternatives.
- Ensure that the Issuer Regulation Page on the website is up to date with all continuously updating documents.
- Utilise JSE systems, internal data and market data to regulate companies, identify trends and issues with listed companies, and proactively react to any problems that could result in non‑compliance or breach of requirements by a listed entity.
Business and Financial Results Management
- Apply cost‑effectiveness principles in planning and delivery to contribute to the achievement of divisional financial targets.
- Regulate issuers of debt and specialist securities by ensuring adherence to the Listings Requirements and Debt Listings Requirements.
- Vet documents to ensure full compliance with the Listings Requirements and Debt Listings Requirements within required timelines.
- Provide advice and guidance to prospective and existing applicant issuers (including their relevant agents such as debt sponsors, legal advisors, etc.) by answering general queries and interpreting the listings and debt listings requirements, considering their requirements on the various types of debt and specialist securities.
- Identify opportunities to improve on existing procedures and processes to ensure the most efficient and effective usage.
- Provide input on systems, products or projects to improve client/JSE service.
Stakeholder Relationship Management
- Understand and meet clients' needs through continuous and clear communication with sponsors, debt sponsors and designated persons on the document review process.
- Build sponsor, debt sponsor and designated person relationships by communicating professionally and addressing any arising issues.
- Maintain consistency in interaction with all clients.
- Build networks and relationships with all clients, internal JSE teams and external stakeholders.
- Interact with others in a manner that promotes openness and trust, giving confidence in one’s intentions, and speaking confidently and professionally.
- Engage in quarterly meetings with key debt sponsors, sponsors and designated persons to maintain good relationships between the JSE and its regulated parties.

- Manage own delivery against an agreed delivery plan and set timelines, identifying obstacles and taking appropriate action where required.

Preferred Qualification
Degree in Finance / Financial Markets / Law / Accounting / Analytics.
Preferred Experience
4 years' experience in the debt and/or specialist securities market.
Advising on the JSE listings requirements relating to debt and/or specialist securities preferable.
Knowledge and Skills Preferred
Knowledge
- Basic mechanics behind the various types of debt and specialist securities.
- Knowledge of listings requirements applicable to debt and specialist securities (preferable).
- Basic software applications (e.g., Outlook, Word, Excel, PowerPoint, Internet, Email).
- Knowledge of cyber security and agile methodology (preferable).
- Understanding of the Protection of Personal Information Act.
- Knowledge of sustainability principles, guidelines or regulation would be advantageous.
