Title of Position: Procurement Manager

Position Type: Full-Time, Exempt

Location: Candidate must be able to work onsite in Glenwood Springs, Colorado (or as directed by manager).

Pay Range: $94, - $, per year

Position Purpose

Responsible for leading and overseeing a variety of complex procurements—including construction, design-build, transit buses, information technology, fuel, and repair and maintenance contracts—to ensure compliance with federal, state, and local regulations while supporting agency operations and strategic objectives.

Essential Duties / Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

Procurement Operations and Contract Management
  • Manage daily functions, operations, and activities of the Procurement Department.
  • Oversee procurement processes for various solicitation and contract types (Construction, Design-Build, IT, Transit Buses, Fuel, Repairs & Maintenance).
  • Guide departments on policy, acquisition strategies, vendor management, contract management, and execution.
  • Guide technical evaluation teams in source selection strategies, evaluation reports, and supporting documentation.
  • Review all procurements for compliance with internal policies and external regulations.
  • Maintain retention of procurement records in accordance with federal, state, and agency standards.
Compliance, Legal Coordination, and Risk Management
  • Coordinate with General Counsel to ensure procurement compliance with FTA, CDOT, and other federal, state, and local guidelines.
  • Ensure documentation meets legal and regulatory requirements.
  • Maintain relationships with insurance carriers / brokers (in coordination with the Risk Manager) to ensure contracts minimize agency risk.
  • Partner with the DBE Liaison to ensure accurate reporting and compliance with DBE policies.
Strategic Planning and Continuous Improvement
  • Identify industry best practices and implement strategic and operational improvements to support agency and departmental goals.
  • Recommend procurement policy and procedure changes; propose process improvements to leadership.
Leadership and Staff Development
  • Provide leadership, planning, support, and training for procurement staff and end users.
  • Select, train, develop, manage, and evaluate department staff; authorize discipline as needed.
Stakeholder and Partner Relations
  • Establish and maintain relationships with key funding partners, including FTA and CDOT.
  • Serve as a liaison with current and potential suppliers.
  • Represent RFTA at regional and national contractor events and industry conferences.
Knowledge, Skills, and Abilities
  • Knowledge of public sector procurement methods, contract management, and vendor negotiations.
  • Understanding of federal, state, and local procurement laws, including FTA, CDOT, and DBE requirements.
  • Skill in developing procurement strategies, process improvements, and best practices.
  • Ability to lead, supervise, and develop staff.
  • Strong analytical, problem‑solving, and decision‑making skills.
  • Effective communication and interpersonal skills for working with stakeholders, vendors, and funding partners.
  • Ability to build and maintain relationships with suppliers and regulatory agencies.
  • Proficiency with procurement systems, ERP platforms, and Microsoft Office.
  • Ability to manage multiple procurement projects and competing priorities.
Education

Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Finance, or a related field is required.

Experience
  • Minimum of 5 years of progressively responsible experience in procurement, contract management, or supply chain management, preferably in a public sector or federally funded environment.
  • Minimum of 2 years of supervisory or managerial experience.
  • Experience managing federally funded procurements (FTA, FHWA, or similar) strongly preferred.
  • Experience with construction, design-build, transit vehicle, and/or professional services contracts is highly desirable.
Training and Certifications (Preferred But Not Required)
  • Certified Professional Public Buyer (CPPB)
  • Certified Public Procurement Officer (CPPO)
  • Certified Professional in Supply Management (CPSM)
  • National Transit Institute – Federal Transit Administration (FTA) procurement series training
Working Conditions

Standard office environment, with occasional visits to operational facilities or vendor sites. May require some travel and extended hours during key procurement deadlines.
