Interim Chief Financial Officer (7 Months)

A reputable public sector entity is seeking the services of a suitably qualified and experienced Interim Chief Financial Officer (CFO) to provide strategic leadership, executive oversight, and professional financial management support on a consultancy basis.

The appointed Independent Consultant will be expected to deliver services in line with a defined scope of work, required outcomes, and organisational operating policies and procedures.

Role Overview

The Interim CFO will provide high-level financial management, governance oversight, and strategic advisory services. This includes leading financial operations, ensuring regulatory compliance, managing financial reporting processes, and driving effective internal controls across the organisation.

The consultant will be responsible for all financial and payroll-related functions aligned to the approved Job Description and organisational policies.

Key Responsibilities
  1. 1. Strategic Financial Leadership
    • Develop, lead, and implement the organisation’s financial strategy and financial operations framework.
    • Provide executive oversight, leadership, and direction in the execution of all financial activities.
    • Contribute to financial aspects of strategic planning processes.
  2. 2. Governance & Compliance
    • Lead governance and statutory reporting in line with applicable legislation.
    • Ensure compliance with Public Finance Management Act (PFMA), Treasury Regulations, Delegation of Authority (DoA), and other regulatory frameworks.
    • Maintain effective systems of internal control aligned with internal and external audit requirements.
  3. 3. Financial Reporting & Advisory
    • Respond to evolving needs for accurate and timely financial information and strategic financial advice.
    • Ensure that financial targets and budgets support organisational strategies and agreements with oversight bodies.
    • Manage working capital, assets, and liabilities to strengthen financial sustainability.
  4. 4. Financial Operations Management
    • Oversee accounting, finance and payroll functions, including managing and supporting finance teams where required.
    • Ensure compliance with financial management systems, policies, and procedures.
  5. 5. Supply Chain Management Oversight
    • Provide strategic guidance on Supply Chain Management (SCM) processes, systems, and controls.
    • Ensure compliance with legislation, SCM standards, and internal policies.
  6. 6. Facilities & Travel Oversight
    • Provide executive oversight for Facilities Management and Travel Management functions.
  7. 7. Stakeholder Engagement & Sector Leadership
    • Participate in relevant sector forums to support strategic stakeholder engagement initiatives.
    • Provide cross-functional leadership support to strengthen the organisation’s role and authority within the sector.
  8. 8. Additional Duties
    • Address any CFO-related matters that may arise aligned with the organisation’s needs, policies, and Standard Operating Procedures.
Requirements
Minimum Requirements
  • CA(SA), relevant postgraduate qualification in Finance, Accounting, or similar field.
  • Extensive experience in executive financial management roles, preferably within public sector or PFMA-regulated environments.
  • Demonstrated experience in strategic financial leadership, governance, internal controls, SCM oversight, and audit compliance.
  • Proven ability to operate at executive and Accounting Authority levels.
  • Strong understanding of PFMA, Treasury Regulations, SCM frameworks, and related legislation.
Contract Term

This is an interim appointment for a fixed-term consultancy period. The consultant must be able to commence service delivery immediately or within a short lead time.
