Overview
Leads the TPT Tactical Procurement department, across all areas of spend within designated portfolio with the goal of achieving significant initial cost reductions, with year-on-year productivity improvement in the total cost of goods and services procured while maintaining product quality and vendor service levels.
Develops and implements Tactical sourcing strategies to improve the efficiency of all tactical procurement events, demand management to contract management and close-out, while reducing the total cost. To improve procurement governance and compliance, operational efficiency, costs savings and reputation management.
Responsibilities
Position Outputs
- Implement Tactical Procurement strategies and processes to deliver commercial outcomes for Transnet Port Terminals.
- Formulate tactical procurement strategies to ensure successful implementation.
- Facilitate proper demand management and forecasting to ensure security of supply.
- Support continuous improvement by seeking out efficient business solutions to improve processes in support of overall business strategy and direction.
- Identify potential bottlenecks in tactical procurement and formulate plans to manage potential risks.
- Conduct training and awareness sessions in all applicable internal and external policies, regulations and laws that impact on tactical procurement and monitor and report on breaches; submit and implement recovery plans.
- Participate in innovation and research of emerging trends in tactical commodities/associated industries to inform process re-engineering.
- Support Senior Sourcing Managers in developing sourcing strategies to standardize and streamline the strategic sourcing process for their respective categories.
- Interact at a strategic level with General Managers, Regional Managing Executives, ISCM Council, etc.
- Oversee all tactical procurement activities for the Transnet Port Terminals Head Office and support the Terminals Heads of Supply Chain Management in executing their sourcing strategies.
- Manage service delivery in tactical procurement — ensures optimal execution of tactical sourcing procurement events and timely delivery of required services.
- Work closely with Governance, Legal, Risk Management, Finance and all regions to expedite service delivery.
- Maintain service levels by developing metrics on the number of tactical sourcing projects delivered, lead times, purchase orders, and lessons learned.
- Manage key stakeholder relationships — build partnerships with key stakeholders, ensure supplier development and B-BBEE objectives, interact with Group Executives, General Managers, Executives, etc.
- Manage interactions with key suppliers and resolve disputes in the tactical procurement space.
- Negotiate and confirm service levels and KPIs with internal customers.
- Ensure standardisation of tactical procurement projects delivered in the business.
- Management of supplier relations — develop and implement a contract management plan for tactical procurement suppliers; maintain close relations with TPT tactical procurement suppliers.
- Ensure disputes related to delivery site access and payments are resolved in a timely manner.
- Ensure suppliers adhere to Health and Safety regulations applicable to their delivery sites.
- Monitor reputational risks with strategic suppliers and take steps to mitigate impact on Transnet.
- Monitor supply risks due to market factors (e.g., pandemic) and take proactive steps to ensure continuity.
Performance Monitoring
- Monitor the achievement of tactical procurement objectives and formulate corrective actions as needed.
- Highlight and report monthly, quarterly and annually on department achievements; coordinate target setting and KPI reporting; ensure adherence to SCM processes to minimize irregular and avoidable expenditures; implement consequence management for non-compliance.
- Contract management and close-out — develop and maintain sound contract management for timely service delivery; resolve issues before they escalate; address underperforming suppliers and implement proper contract close-out.
Qualifications and Experience
Bachelor of Commerce Degree or equivalent qualification in Commerce, Finance, Engineering, Legal, Logistics and Operations Management or Supply Chain Management is required. Post-Graduate Qualifications would be an added advantage.
- 10 years’ experience within supply chain management is required; 5 years must have been spent at senior management level.
- Trustworthy handling of finances as per the National Credit Act Amendment 19; willing to undergo Lifestyle Audit and State Security Agency (SSA) Vetting.
- Reputation and competence requirements: Relevant qualification (NQF 6/7); 12 years relevant experience with at least 8 years at managerial level or specialist experience.
- Standard job requirements: Driver’s license code 08; extended working hours; willingness to travel extensively locally and internationally if needed.
