Job summary

A local government municipality is seeking a Director: Community Services responsible for waste management, parks, recreation, and community development. The ideal candidate must have a relevant NQF level 8 qualification and at least 7 years of management experience, including 2 years in senior management. Job Title and Location

Gm – Director: Community Services

Overview

As a member of the Senior Management team, your portfolio will take responsibility for the following functions: Waste Management & Pollution Control, Parks & Recreation, Community Development, Library Services, Sport Facilities & Development and Environmental Health Management.

Key Responsibilities
  • Strategically manage the operations of Waste Management & Pollution Control, Parks & Recreation, Community Development, Library Services, Sport Facilities & Development and Environmental Health Management.
Requirements
  • A relevant NQF level 8 qualification at an acceptable institution
  • A minimum of 7 years relevant experience at senior and middle management level, of which at least 2 years must be at a senior management level
  • Through knowledge of municipal and other applicable legislation
  • Knowledge of the statutory requirements pertaining to the position
  • Compliance with the minimum competency requirements for Senior Managers as laid down in Government Notice R dated 15 June **** or alternatively as per the exemption as laid down in the Government Gazette ***** dated 03 February ****
  • The required core competencies and minimum competency requirements as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers as promulgated in Government Gazette ***** dated 17 January ****
  • Good knowledge and understanding of relevant policies and legislation
  • Good knowledge and understanding of institutional governance systems and performance management
  • Must have extensive knowledge of the public office environment
  • Excellent communication and facilitation skills in at least two of the three official languages of the Western Cape.
  • An appreciation of the centrality of the IDP for effective service delivery.
  • A high degree of aptitude to strategic/ operational planning and management, decision-making, leadership, innovation and motivation.
