Title : Consultant : ARC Human Resources Officer Org.
Unit : African Risk Capacity (ARC) Duty Station : Initially based in Johannesburg, South Africa and to move to Abidjan, Côte d'Ivoire within contract period Contract type : Regular Consultant Duration : until 31 December
Reporting to : Head of Finance and Administration & ARC Chief Operating Officer
Background : The African Risk Capacity was established as a Specialized Agency of the African Union (AU) in November with 33 countries that are currently signatory to the ARC Establishment Agreement. The ARC aims to help Member States improve their capacities to plan, prepare and respond to extreme weather events and disasters and to assist food insecure populations. ARC Agency provides capacity building, early warning, contingency planning and risk management services; ARC Ltd is a financial affiliate issuing policies and transferring risk to the international market. The ARC Agency, via ARC Ltd, provides financing in the form of insurance to African governments to execute pre-approved contingency plans in the event of severe disasters. WFP provides administrative services to ARC under an Administrative Services Agreement.
The HR consultant will deliver services to support effective day-to-day HR administrative processes with WFP and to support governance, organisational design and HQ relocation workstreams.
Governance and Structure Reform
The programme includes governance reform workstreams and a OneARC programme with five projects: Treaty Amendments, Organisational Design Changes, Operational Changes, Strategy Refresh and Change Management. The HR consultant will support the Organizational Design and Change Management workstreams, adopt and embrace organisational and governance changes.
HQ Relocation : Relocation of the ARC Headquarters from Johannesburg to Abidjan. The HR consultant will collaborate on the HQ relocation plan and related staff communications and processes.
Reporting Line and Duties : Under the Head of Finance and Administration and ARC COO supervision, the HR consultant will perform duties across staffing, recruitment, staff development, performance management, policies and procedures, governance reform, and change management. Specific duties include:
Qualifications & Experience Required
Education: Advanced university degree or equivalent in Change Management, Human Resources Management, Behavioral Sciences, Organizational Development or related discipline. Experience: At least five years of postgraduate professional experience in Organizational Development, Staff development, Training management and Learning Management Development.
Language : Fluency in English required. Limited knowledge of another AU official language (French, Arabic or Portuguese) desirable.
Knowledge : Strong writing, research and analytical skills. Strong computer skills in MS Office and related software.
Desirable skills and Competencies : Analytical writing and communication skills, stakeholder management and negotiation skills, ability to work in a fast-paced team environment, adaptability to new environments, ability to meet deadlines and uphold ARC standards; strong MS Office skills; general knowledge of or experience with the African Union, the UN, NGOs, NEPAD, and regional bodies.
