The ARFF Services Manager reports directly to the Person in Charge of the Aerodrome and is responsible for establishing, managing, and continuously improving all aspects of Rescue and Firefighting Services in accordance with approved manuals, ICAO standards, and GACA Regulations. The role ensures full readiness, effective emergency response, and operational compliance at PMIA.

• Lead and manage Aircraft Structural Fire and Rescue Operations at PMIA.
• Ensure ICAO- and GACA-compliant ARFF services.
• Develop and implement Fire, Rescue, and Emergency Response plans.
• Own, maintain, and periodically update the Airport Emergency Response Plan (AERP).
• Review, supervise, and coordinate daily work of firefighters.
• Develop and periodically review the ARFF staff training program.
• Oversee shift crews in equipment care, maintenance, standby details, inspections, SIDA badge issuance, wildlife management, and related assignments.
• Plan, schedule, and coordinate annual and triennial emergency exercises.
• Prepare special operational plans for extreme situations (e.g., Hajj peak operations).
• Provide information services to local agencies, including updates to Airport Emergency Plans (AEP).
• Develop and enhance Standard Operating Procedures for emergency incidents.
• Respond to emergency incidents, providing command support and assessing operational techniques.
• Assist in developing and administering the Fire Service Fiscal Budget.
• Coordinate and support international and local agencies on ARFF-related matters.
• Collaborate with all airport emergency stakeholders on Fire/Rescue plans, support Airport Disaster Operations Plan development.
• Participate in updating mutual aid plans with local authorities.
• Oversee equipment maintenance and ensure cleanliness of ARFF facilities and surrounding areas.
• Maintain oversight of the entire ARFF training program.
• Manage deployment and effective use of equipment and personnel during emergencies.

• Bachelor’s Degree in Fire Science, Emergency Management, Aviation Safety, or a related field

• Incident Safety Officer
• Hazardous Materials Incident Commander
• Valid Heavy Vehicle Operator’s License (country of origin + ability to obtain KSA license)
• 10 years of experience in Fire/Rescue Services
• Minimum 5 years in a management role (Chief or above)
• At least 2 of the last 5 years must be at a Category 9 airport in an equivalent position
• Fluent in English & Arabic
