A technology consultancy is seeking an Oracle Procurement Functional Consultant to lead the program in translating business needs into solutions for Procure-to-Pay and Supplier Management. Ideal candidates should have 7-12+ years of experience in Oracle consulting, strong data management skills, and an ability to engage with stakeholders effectively. The role will focus on configuration, data quality assessment, and reporting performance metrics. The position is located in Riyadh, Saudi Arabia.

Qualifications

  • 7-12+ years as an Oracle Functional Consultant in Procurement/P2P & Supplier Management.
  • Hands-on experience with approvals/workflows, BPM/AMX, PR/PO lifecycle.
  • Strong BRD, Fit-Gap, and user story writing skills.

About the job ORACLE PROCUREMENT FUNCTIONAL CONSULTANT - FUSION

Role purpose

Lead the Oracle side of the program (Fusion Cloud or E-Business Suite) to translate business needs into a practical solution across Procure-to-Pay (P2P) and Supplier/Vendor Management, ensuring VRM/LC requirements are met and enabling high-quality vendor data and workflows.

Key responsibilities

Requirements & design

  • Conduct workshops with leaders, partners, and SMEs; capture pain points and constraints.
  • Produce the Business Requirements Document (BRD) and Fit-Gap for Oracle vs. needs; keep an issue log for IT developments.
  • Write INVEST-grade user stories (4-12) for priority cases including:
  • PR validation rules and approval routing (normal/expedited), emergency routing, and COI stops.
  • Overdue/open PR management and escalations.
  • Vendor blacklisting/holds and obligation tracking with inputs to a performance dashboard.

Oracle configuration & solutioning

  • Configure/advise on Supplier Management / Supplier Qualification, Purchasing/iProcurement, Sourcing, Approvals/BPM/AMX, and OTBI/BI Publisher reporting.
  • Define the target picture: configure vs. extend vs. integrate (e.g., with a dedicated VRM tool) and document integration needs (OIC/APIs).

Data management & quality

  • Define the critical vendor master data fields (e.g., supplier name, tax number, payment terms, blacklist flags) and a data catalog (definitions/formats).
  • Assess current data quality using exported datasets; identify duplicates and gaps and design the future maintenance procedure (roles, controls, cadence). (No in-system cleansing or mass updates in scope.)
  • Governance, testing support & enablement
  • Align approval matrices/DoA with Oracle workflow design.
  • Prepare UAT scenarios from user stories and support UAT sign-off.
  • Provide knowledge transfer and light SOPs for PR/PO/vendor processes and data stewardship.

Reporting & performance

  • Specify inputs for the VRM/LC performance dashboard (cycle times, overdue PRs, blacklist usage, supplier performance KPIs).
  • Expected deliverables
  • BRD (incl. prioritized requirement list for VRM tool/Oracle) and Fit-Gap with remediation plan.
  • Issue log linked to IT developments.
  • 412 user stories with acceptance criteria and end-to-end flows.
  • List of 20 critical vendor master fields with definitions & metadata.
  • Future data maintenance procedure (roles, RACI, controls, cadence).

Qualifications

  • 7-12+ years as an Oracle Functional Consultant in Procurement/P2P & Supplier Management (Fusion Cloud preferred; EBS R12 acceptable).
  • Hands-on with approvals/workflows, BPM/AMX, PR/PO lifecycle, supplier onboarding & qualification, vendor holds/blacklisting, and audit/compliance controls.
  • Strong BRD, Fit-Gap, and user story writing (INVEST) and workshop facilitation.
  • Experience defining master data standards, deduplication approaches, and data governance roles.
  • Reporting skills with OTBI / BI Publisher; integration familiarity (OIC/APIs) is a plus.
  • Understanding of KSA public-sector context and Local Content reporting/controls is an advantage.
  • Excellent stakeholder engagement: English required, Arabic a plus.
