Job Description:

Parsons is seeking an exceptionally talented Construction Manager to join our dynamic team. In this role, you will act on behalf of Parsons and the client, ensuring successful project execution while managing subcontractors, suppliers, and regulatory compliance. You will play a key role in delivering a major capital improvement project that requires expertise in construction management, quality assurance, safety, and cost control.

What You'll Be Doing:
  • Act as Parsons’ representative with the client, subcontractors, and suppliers during project execution.
  • Represent the client in negotiations with regulatory agencies and public meetings.
  • Oversee the establishment of the Construction Management Plan, Site‑Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required documents.
  • Supervise inspectors and ensure compliance with project standards.
  • Coordinate drafting of requisitions, subcontract scopes of work, amendments, and task orders.
  • Prepare and negotiate changes to the scope of work with the client and subcontractors.
  • Devise and execute action plans to address cost overruns, delays, or scope changes.
  • Prepare purchase requisitions and procure items necessary for field operations.
  • Establish procedures for managing field vehicles and equipment, maintaining logs and reports.
  • Review and approve subcontractor safety plans, quality control plans, and invoices.
  • Monitor subcontractor expenses versus budget and maintain current subcontract files.
  • Supervise the preparation of monthly construction progress reports and contract status reports.
  • Develop Work Breakdown Structures (WBS), budgets, and forecasts.
  • Prepare monthly safety self‑assessments.
  • Establish and implement the QA/QC Plan, including the inspection and test plan.
  • Supervise the setup and accreditation of on‑site materials testing laboratories.
  • Establish safety and emergency procedures.
  • Conduct weekly site inspections with the contractor’s safety representative.
What Required Skills You’ll Bring:
  • Bachelor’s degree in Civil Engineering or a related construction field.
  • 15–20 years of construction management experience with large‑scale projects.
  • Proven experience managing major capital improvement projects.
  • Strong knowledge of construction management processes, including QA/QC, safety, procurement, and cost control.
  • Excellent communication and negotiation skills.
  • Ability to manage subcontractors and coordinate with multiple stakeholders.
