We are seeking an experienced and strategic Chief of Procurement to lead all procurement activities for high-value, specialized capital projects. The ideal candidate will demonstrate strong governance, integrity, and deep expertise in tendering and procurement management, ensuring full compliance, cost efficiency, and alignment with organizational objectives.

Must be based in Saudi Arabia. Should be from real estate / construction experience on large projects. Should have managing CAPEX is critical.

Key Responsibilities
  • Lead the full tendering cycle—from bid strategy development to contract finalization—ensuring transparency and adherence to industry standards and company policies.
  • Develop and execute procurement strategies specific to specialized capital projects, focusing on cost optimization, supplier performance, and timely project delivery.
  • Uphold strict governance practices and ensure full compliance with regulatory requirements and internal controls.
  • Conduct high-level negotiations with suppliers and contractors, securing the most competitive terms while maintaining strong professional relationships.
  • Collaborate closely with cross-functional teams (Project Management, Finance, etc.) to ensure procurement activities support project timelines and budgets.
  • Oversee risk assessments within procurement processes and implement best practices to identify, evaluate, and mitigate potential risks.
Qualifications
  • Bachelor’s degree in Engineering, Business, Supply Chain Management, or a related field (Master’s degree preferred).
  • Proven experience in tendering and procurement roles, ideally within government entities or large-scale capital project environments.
  • Strong knowledge of procurement governance frameworks, compliance standards, and risk management.
  • Exceptional negotiation, leadership, and communication skills.
  • Proficiency in procurement platforms, tender management systems, and related software tools.
