As part of our continued growth, we are seeking a highly skilled and experienced Procurement Section Head to lead our procurement team and drive strategic sourcing initiatives.

Job Overview:
The Procurement Section Head at Noahtu Shipyard will be responsible for overseeing all aspects of the procurement process, including sourcing, vendor management, contract negotiation, and purchasing activities. The incumbent will play a key role in developing procurement strategies, optimizing supply chain efficiency, and ensuring the timely delivery of materials and services to support shipyard operations.

Key Responsibilities:

  1. Strategic Procurement Planning: Develop and implement strategic procurement plans aligned with the shipyard's goals and objectives. Identify opportunities for cost savings, supplier consolidation, and process improvement to enhance procurement effectiveness and efficiency.
  2. Vendor Identification and Management: Identify potential vendors, suppliers, and subcontractors through market research, supplier evaluations, and relationship building. Establish and maintain strong supplier relationships, negotiate favorable terms, and monitor vendor performance to ensure quality, reliability, and cost-effectiveness.
  3. Contract Negotiation and Management: Lead contract negotiations with suppliers to secure favorable pricing, terms, and conditions. Draft, review, and finalize procurement contracts, purchase orders, and service agreements in collaboration with legal and finance teams. Ensure compliance with contract terms and conditions throughout the procurement lifecycle.
  4. Procurement Process Optimization: Streamline procurement processes, workflows, and systems to improve efficiency, accuracy, and transparency. Implement procurement best practices, standard operating procedures (SOPs), and performance metrics to measure and monitor procurement performance.
  5. Inventory and Supply Chain Management: Monitor inventory levels, demand forecasts, and stock replenishment requirements to maintain optimal inventory levels and minimize stockouts or excess inventory. Collaborate with inventory control teams to optimize inventory turnover and reduce carrying costs while ensuring material availability for production needs.
  6. Risk Mitigation and Compliance: Identify and mitigate procurement risks, including supply chain disruptions, price fluctuations, and regulatory compliance issues. Develop risk mitigation strategies, contingency plans, and alternative sourcing options to maintain continuity of supply and minimize operational disruptions.
  7. Team Leadership and Development: Provide leadership, guidance, and mentorship to the procurement team members. Foster a culture of collaboration, accountability, and continuous improvement. Identify training needs, provide professional development opportunities, and empower team members to achieve their full potential.

Qualifications and Requirements:

  • Bachelor's degree in Business Administration, Supply Chain Management, or related field; Master's degree or professional certification (e.g., CSCP, CPSM) is a plus.
  • Proven experience in procurement, strategic sourcing, or supply chain management, with a minimum of 3 years of experience in a leadership role.
  • Strong negotiation, communication, and interpersonal skills.
  • In-depth knowledge of procurement best practices, sourcing strategies, and contract management principles.
  • Familiarity with procurement software, ERP systems, and e-procurement tools.
  • Analytical mindset with the ability to analyze data, identify trends, and make data-driven decisions.
  • Demonstrated leadership ability, with a track record of building and leading high-performing teams.
  • Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
