We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC Doha, Qatar.

Job Purpose: Area Authority for all E&I activities during construction & modification with live operations (Brownfield). Responsibilities include witnessing and executing Operational Test Procedures (OTP), commissioning (leak test, function test), and assisting the C&I supervisor with start-up procedures and operations.

• Identify, with the Supervisor and Operating Authority (OTL), the procedures & precautions to provide a safe environment for start-up activities.
• Assist the Supervisor to finalize on-site start-up procedures and share them with the Field Operation core crew to ensure applicability on site.
• Assist the Operations Supervisor to finalize a detailed start-up sequence in close collaboration with the core field operation crew on site.
• Participate in the preparation of the kick-off meeting for start-up activities.
• Participate in the preparation of risk assessments for activities to be performed during start-up.
• Prepare as Area Authority the potential permit to work required for start-up activities associated with Company Only Fluid (COF).
• Liaise with the Project Engineer on the main site to coordinate progress of the start-up.
• Contribute to updating the Start-up monitoring tools as required with the start-up Supervisor.
• Take part in Permit to Work meetings related to start-up and commissioning activities.
• Witness, with the Project Electrical Commissioning Supervisor, the Operational Test performed by the commissioning team and liaise with the field operation team.
• Assist the start-up Supervisor in preparing requests and orders for required start-up tools, and ensure proper storage and identification of the tools.
• Prepare the operation of first fill with the commissioning team.
• Prepare arrival on site (PTW, KOM, JSA) of the vendor involved in start-up of the facility.
• Identify and check critical valves (especially on brown field) for leak tests using a battery limit.
• Check any Type B and C punch lists and investigate as requested by the start-up Supervisor, Field Operations Lead, the OTL or the OIM.
• Ensure the list of inhibitions and isolations with the associated certificates and risk assessments are properly signed and validated by relevant persons.
• Be aware of potential downgraded status on site and update the core crew on any changes affecting start-up activities.
• Participate in HazId, JSA and Pre-Startup Safety Reviews of new facilities.
• Prepare, update and check on-site the “Red line mark-up” P&ID, SLD at the end of construction.

Education and relevant experience:

• Education: Higher National Diploma or certificate (equivalent to A-levels + 2 years’ study).
• Industry experience: minimum 5 years’ experience in O&G production operations.

Technical, personal and linguistic competencies:

• Ability to work independently while maintaining good relations with colleagues and others.
• Proven sense of operational responsibility; courage to intervene and challenge.
• Previous experience with offshore operation, production, oil & gas, preferably former control room operators.
• Willing to work flexible and extended shifts as required.
• Fluent in written and spoken English.
• Computer literate.

Professional or HSE certifications:

• Basic firefighting
• NOC PTW training & JSA awareness
• Confined Space Entry & Rescue, Authorized Gas Tester
• NOC lifting and rigging training, NOC manual handling training
• Hazard & Energy control Logout & Tagout awareness

Additional Information:

• Thorough knowledge of instrumentation and measurement signal principles, safety systems (ESD/Fire & Gas), field calibration equipment and tools such as Rosemount Hart Communicator.
• Thorough knowledge of Ex philosophies and principles used in the petrochemical industry. Participated and passed CompEx course (Ex1-4).
• Demonstrable evidence of attending and passing a qualification in Small Tube Boring.
• Some Production Operator experience preferable.
• Thorough knowledge of HV and LV equipment – generators, motors, electrical systems and associated switch gear.
• Good understanding of how to read electrical circuit diagrams.
• Thorough knowledge of Ex philosophies and principles used in the petrochemical industry. Participated and passed CompEx course (Ex1-4). Some Production Operator experience preferable.
