A leading engineering firm is seeking a Logistic Project Engineer to oversee logistics and marshalling operations for the Norse Breeze offshore wind project. The ideal candidate is fluent in English and French, has a background in oil & gas logistics, and possesses strong leadership skills. Responsibilities include implementing logistics strategies, ensuring compliance with safety regulations, and collaborating with stakeholders. This is a 12-month renewable contract based in Paris and Copenhagen.

Missions / Service Dimensions

The Service provider intends to oversee all logistics, marshalling operations for the Norse Breeze project as well as integrate relevant Marine and construction coordination requirements to tackle challenges induced by interfaces between main T&I scopes relative to substructures/foundations (FOU), Power cables and Wind Turbine Generator (WTG). Within the GPI team, this position focuses on delivering and implementing optimized logistics, marshalling facilities and installation plans and contributes to the project contracting strategy development whilst ensuring that the Construction Permit obligations are met.

Activities
  • Promote H3SE culture within and outside the project team, contractors and any other stakeholder involved:
    • Adopt and demonstrate exemplary behaviour with regards to H3SE rules & requirements, Ethics and Company "Code of Conduct"
    • Implement H3SE rules and requirements within the area of responsibility, and comply with H3SE training requirements for position
    • Conduct safety audits and risk assessments, ensuring compliance with regulations
    • Contribute COMOPS / SIMOPS philosophy applicable for project installation with project team, contractors and any other stakeholder
    • Contribute to definition and management of the emergency response plan applicable for the project
  • Lead and mentor logistics personnel, ensuring adherence to safety and operational protocols
  • Foster a collaborative and inclusive work environment with various stakeholders, incl. contractors, port and local authorities
  • Logistics and marshalling facilities strategy and methods:
    • Implement and follow up on the Logistics Execution Strategy from preliminary studies to surveys, audits, tenders, negotiations, contracts, and logistics and marine activities planning
    • Contribute to proper definition and follow-up of battery limits and responsibility matrix according to project contracting strategy
    • Prepare and manage CFTs process for Marshalling harbor lease and Marshalling harbor services, including technical specifications, RFQ/CFT documents, clarifications, negotiations, and contract issuance
    • Participate in tenderers' qualification process
    • Develop scope of work and project particular specifications, prepare call for tender dossiers (RFQ / CFT), according to project contracting strategy and interfaces considered between packages
    • Engage in technical and commercial exchanges, visits, and meetings with tenderers and port stakeholders
    • Lead technical documentation review and approval and TQ/deviation/derogation process, when required
    • Lead technical clarifications with Onetech specialists and contractual negotiations with contract engineer & TGP support and prepare recommendations to award (RTA)
    • Ensure good cooperation between Contractors' and Company teams to ensure a profitable and efficient collaboration
    • Develop and manage logistics execution plans in collaboration with main supply packages (FOU, cables & WTG) and in accordance with project execution plan, vessel management plans, and transporters' plans including optimisation of yard layouts, stowage plans, storage solutions, vessel movements and utilisation of marshalling services, handling and lifting operations, marshalling facilities readiness before mobilisation and proper demobilisation on completion of activities
    • Contribute to logistics and installation sequence simulations with pre‑selected software, coordinate marshalling activities including receiving, storing and dispatching components, review and approve lifting and handling procedures, and ensure proper reporting of logistics activities and HSEQ KPIs
  • Marine and construction coordination strategy and methods:
    • Develop and manage marine coordination procedures and plans
    • Prepare and guarantee definition and fit for purpose Marine Coordination Center (MCC) including tools and software for proper performance of work (PTW management, vessel entry permits and tracker, crew management)
    • Develop methods and identify tools to maintain accurate records of vessels, equipment and installation means, as well as personnel for T&I onshore and offshore activities
    • Control shipping documentation, administrative records, and customs-related documents
    • Ensure proper reporting of Marine and construction activities and HSEQ KPIs
    • Participate in T&I CFT specific to main T&I scopes relative to substructures/foundations (FOU), Power cables and Wind Turbine Generator (WTG) to identify and map specific requirements in terms of Marine and construction requirements
    • Prepare and manage CFT process for Marine and Construction services including technical specifications, RFQ/CFT documents, clarifications, negotiations, and contract issuance
    • Participate in tenderers' qualification process
    • Develop scope of work and project particular specifications, prepare call for tender dossiers (RFQ / CFT), according to project contracting strategy and interfaces considered between packages

The Client's Renewables comprise a team of professionals passionate about deploying clean energy and bringing new opportunities to communities. We're looking for team members motivated by establishing the foundations of a large capital offshore wind project through the various phases of such development. Through this portfolio of offshore wind developments, The Norsebreeze Wind project intends to develop two offshore wind farms in Denmark in Baltic Sea, with an overall capacity of 405 MW.
